mayor sylvester turner says he feels like houston is on its own. mayor turner, nice to have you. you for joining us. mayor turner: thanks, soledad. nice to be with you. soledad: so give me a sense of where houston is. are we talking about a sort of a small part that's challenged, or do you feel like the entire city is really struggling right now and is being ignored? mayor turner: well, you know, we are rebuilding, and people are highly resilient. and it's not just the city of houston, but it is the region. there were about 300,000 units that were impacted in some form or fashion -- about 150,000 single-family homes, and the rest are in apartment units. there are still thousands of people, for example, who are in homes or waiting to go to their homes. -- homes that need to be repaired, or remediated, or rebuilt. soledad: so, do you feel like the money is coming in or is on its way in? and are you concerned that it's actually not going to come in? mayor turner: money has not come fast enough, and in not nearly in the amount. for example, they've already appropriated from the feder

fortunately for me, we are focused on running turner. of people working diligently and hard to make sure the deal closes. we fully expect that it will and we are planning for that day to happen. we can't wait to get going. emily: fox news and msnbc have made gains on cnn, largely driven by sean hannity and rachel maddow. what can cnn do to buck that trend? do you think this moderate model is sustainable? john: i think cnn's model is sustainable. if you look across the three networks you mentioned, all their ratings are up. cable news ratings in 2017 were the highest they have been in years. yes, depending on the particular climate and depending on what the particular subject matter is, it might be possible that msnbc does a little bit better or it might be possible fox news does a little better. i will tell you cnn completed its best year in 2017 ever. record year. it's been a top 10 ad-supported cable network for five years in -- five quarters in a row something it hasn't been able to , do in 22 years. the cnn business model has never b

and critics of judge aaron perski believe he gave bureaucracy turner a -- brock turner a lenient sentence. the judge has shown a pattern of bias and today they delivered a strong message. >> this is what democracy looks like! >> reporter: members of the recall perski campaign marched in and in dramatic fashion delivered 94,000 signatures from people who want the controversial judge to be removed. organizers collected far more signatures than they need to put the issue on the ballot. >> the voters are saying loud and clear in santa clara county that they'll hold the judge accountable. >> back in 2016, judge percy sparked outrage when he sentenced brock turner to six months in jail. he was set free after spending just three months behind bars and he was forced to register as a sex offender for life. the chair of the recall perski campaign says it's part of a broader movement happening in the country. women standing up to sexual assaults and harassment by people in positions of power. >> reporter: this movement runs from hollywood to silicon valley to media to politics and yes, to the legal

kpix5's emily turner joins us now from the scene. emily? >> reporter: yeah, liz. i'm standing right next to that intersection. in fact, i'm going to hop out of the way and you can see what we're talking about. they're just now finally opening and fully opening this intersection where that accident happened earlier today. what you don't see are the cars involved. the white car in this video we shot earlier is a city of berkeley car and that car is the one that hit the 70-year- old woman who was walking in the crosswalk, that white prius. now you'll also see a big truck that essentially was cleaning out the manholes. it was parked in the middle of the intersection, so likely that line of sight had to do with why this happened because speed was not a factor and neither were drugs or alcohol. >> the driver of the vehicle had hit a pedestrian crossing a marked crosswalk. that victim was a 70-year-old white female from the city of berkeley. the driver of the vehicle stayed on scene. upon arrival we determined that the victim was deceased at approximately 1:30. >> report
