the folks in silicon valley who made millions off them. if you want to go to a screen free environment go to silicon valley. there are no screens in sight. we need to get therapists in place and counsellors. destigmatize the struggles. i would have a psychologist in the white house. that was a good idea even before the current administration. it sends a clear message we all struggle and that will encourage people to step forward. let companies know the mental health of kids is more important than profit. >> another issue that effecting mental health for many americans. substance abuse. you want to legalize marijuana but you want to decriminalize small amounts of opioid like heroin and fentanyl. everyone sanders made it clear marijuana is not the same as heroin. what do you say to voters who think it's a bridge too far? >> it was a high school student who told me that his classmates have fentanyl patches on their shoulder and are addicted. they'll never seek help because it's illegal. we said what will we do for them? the fact is this epidemic this opioid plague tearing apart your communities for years is a plague that our government facilitied essentially. a non-addicting wonder drug. and more prescriptions in the state of ohio than human beings in the state of ohio. at one point. and our government signed off on that and said it's okay. we're still struggling with the impact to this day. the question is how are you going to help people actually get better and stronger and get off the drugs? first you have to get back all the blood money from the drug companies. take the billions of dollars away and say this will be a down payment on treatment for our people to help them get stronger and better. the second thing you have to do is say to the people this is not an individual failing, this is plague that the government essentially helped happen. it's a plague of hyper capitolism run amuck. if we catch you struggling with drugs we'll refer you to counselling and treatment. not a prison cell. this is what other countries have done. it reduced sub dance abuse rates and over dose rates. and this is what we should do in the united states of america. bernie is wrong on this. >> when people hear decriminalize. they think legalize. there's a difference. it's not what you mean. you don't want to legalize heroin. or fentanyl. >> no. >> explain the difference. >> you say to your police department, essentially we should stop prosecute r this crime if someone is an addict and has drugs below a certain level. if they're a dealer and profiting they go to jail. if they are struggling with addiction they shouldn't head to jail. they should be heading to counselling and treatment. and safe injection sites. if someone is recovering they have somewhere to go. in new hampshire an emt saved someone from over dose one week and the following week, saving the same person in the same place. over and over again. then one time he gets there and it's too late. that person is dead. fourth or fifth tile he saved that individual in that apartment. and he said to me, we need some place for the person to go after i save them. so i don't have to try and save them again the following week. >> you know it effects not just that individual. it effects the entire family. what do you do for families suffering from addiction? not just them personally. maybe a family member. >> that's exactly right. these are not isolated problems. they are destroying families and communities. there's nothing we can do to get people back. give them a real path forward. if they are struggling with addiction, imagine a world where you can refer them to treatment and there's not a fear they were getting thrown in jail. an actual place they can go physically that has treatment resources available to them. and don't have to come home and go home alone where you were worried about them. don't be alone, go to this place where someone will look after you. and make sure you don't overdose. >> what i'm trying to get at is, if you want to take the stigma away you have to involve the family. many times in the family is embarrassed by it. or think there's a stigma. i'm asking you what do you do for the family of the individual to try to help? >> when i talk to family members, their first concern is not the stigma. their first concern is whether the loved one will get well and treatment and not overdose. so if you are relative, your brother or son is struggling, you would be thrilled to have some place to go with them. you are concerned about life and safety than you are what the neighbors think. >> thank you for answering that. >> jane a retired teacher from new hampshire. she is undecided. >> on fwoing going fun thing. >> gun violence reached epidemic proportions. each time another shooting occurs politicians offer prayers and thoughts. but do nothing concrete to stop another tragic shooting from occurring. if republicans control the senate, how do you get common sense gun legislation passed? >> thank you for what you do for kids over the years. i have a child that is autistic in special needs. i appreciate what you have done. my son had active shooter drills and he's four years old. i looked at the studies i could find and that active shooter drills make kids safer, and i couldn't find any evidence they do. i tried to find evidence that the shooter drills make kids anxious and concerned, stressed out, and confused and i found a stack. we should be making active shooter drills optional for families and not require them at government level. the parents want them, great. if they don't want to send kids the message they have to be in fear of classmates and could be in danger at any moment. that should be the parents and community choice. that said how do we get the common sense gun safety laws that the vast majority of americans agree on passed? the problem is that the nra has a strangle hold on a certain number of legislators who feel like their seat will be in jeopardy if they go against the lobby. this is the drug companies and the tech companies and the fossil fuel companies. if we're going to pass common sense gun safety laws in the country, we need to actually break the lobbyist strangle hold in the government. my proposal to do that is put 100 democracy dollars in the hands of every american around the country. give to any candidate or campaign you want each year. use it or lose it. if we were to do this we should wash out the lobbiest cash by four to one. and legislators would feel free to vote conscience and what constituents want. that would help us pass gun safety laws in the country. there's a lot we can do as we trying to get the laws passed. there's a whole string of causes that contribute to gun violence in our community. we have to face facts 98% of the shooter in the school environment are boys. we have a real boy to men problem. in this country. as the father of an autistic son, i know if you have the wrong boy in the wrong school, very bad things can happen. generally just to that boy and his family. but sometimes something that's external in the community. too many schools don't have a appropriate resources for kids who are neurologically struggling and get pushed to the side. the united states congress funds 15% of special needs education resources for our kids. i want to take that to 100% and get this burden off communities. i want to invest in the mental health insure and decrease the supply of guns in the country. through a evergreen buy back in effect. any time a gun owner wants to sell a gun. they can sell it to the government to get the supply down and offer every gun owner in the country a complimentary upgrade. they can fire the gun on the palm print and size of their hand. if the gun is taken by their kid it's useless. if you're a gun owner you like this personal upgrade. it makes the gun cooler. it's a james bond personalization. only i can fire this. show your friends. it makes us safer. there are things to attack the problem at every loefl from family and school. and mental health infrastructure. the supply of guns. you're right it needs to start at the top and break the strangle hold of the nra on legislators and vote along with the will of the american people. >> can we talk about -- as i'm standing here listening to you. you have been very open about your son with autism. as a parent of a child with autism that will that inform you as president in term of policy and how you conduct yourself the message you send to parents and people dealing with autism?
