u.n.-backed coalition to take on isil in libya. s go straight to al jazeera's diplomatic editor james bayes at the u.n. we have seen a push to take on isil on the ground in libya by militia there. and now libya calling for u.n.'s help. how is that that playing out? >> a big diplomatic push by egypt. he is having a series of meetings are diplomats. i'm told he is going to be meeting arab ambassadors later in the day, and meeting in about five hour's time with the u.n. secretary general, ban ki-moon. we also is going to meeting with the russian ambassador. he said he would be listening to the comments of the egyptian foreign minister. and i think russia being a permanent member of the security council, its position on the egyptian plan is key. remember russia rather reluctantly supported the resolution in 2011 on libya, which lead to nato being in there in the skies and carrying out air strikes. russia in some ways believes it was tricked by that resolution. so the russia position could be key in all of this. the other question i thin

the fight in libya is drawn between two main coalitions. the first one backs the u.n.ognized government which is based out of tobruk. their main bases are in the east of the country. the second one, fights under the libya dawn banner and is supporting the rival government based in tripoli. control of benghazi is split between rival militia groups. the growing divide between both camps has given isil a chance to increase its influence. it has recently gained ground in three areas. but as our correspondent reports, other armed groups are fighting back. >> reporter: these are fighters. they have been given orders from the legally installed government in tripoli to deploy in the city of sert. their mission is to take on isil. fighters from the area instrumental in the 2011 push by rebels to depose libyan leader moammar gadhafi. >> translator: we should secure all of libya. we should not keep silent after we have made ak sacrifices. >> reporter: a tough task ahead. the men will have to launch an offensive to retake government buildings occupied by fighters affiliated be isi

u.n. mission in libya. there's been a lot of after action thinking about its mandate, the capacity early on. the u.n. was quite frank in acknowledging they focused too much on the elections early on. they were so geared on having the elections. they neglected the security sector. while they were happening, you had the rise of militias. you had the deterioration of security in benghazi, the rise of extremism. you know i think moving forward, when i talked to people in senior level policy positions now, there's this sense that if there is some sort of peace deal. if there's a unity government in libya, the u.s. approach going forward is going to be more forceful. they're not going to be waiting for the libyans to ask. there's going to be -- you get the sense that washington is taking this problem very seriously. unfortunately, and this goes back to barber's point, it's the isis thing. so my danger is we're going to view this problem again through a counterterrorism lens. there was an effort early on to try to
