u.s. chamber of commerce which is not a chamber of the u.s. government it's a business organization that. mostly goes to how they sort of play this game of trying to be like we're just for the little guy but the truth is you can see they're at the top and one of the things that they were big and pushing in the last quarter of last in the fourth quarter of last year was the focus on getting steel and aluminum tariffs taken off men were put out by the truck administration now the u.s. chamber of commerce has almost exclusively tended to push republicans that were for less regulation and less interference in the business but it's ok for them to jump in and so you know if if big corporations haven't gotten you know there's also big big real estate which is what was responsible for a last big crash of the national association of realtors law levered pretty hard. with a whole realtor friendly legislation or mortgage tax and mortgage reform so they can sort of keep it going and once they put in they actually were a little higher than the u.s. chamber

u.s. chamber of commerce has come out, art, and said they don't believe that the chinese are really coming to the table in good faith. they speak for american business whose don't want to put their name out there. do we really listen to the chamber in this part of the discussion? >> certainly do. i'll tell you this, cheryl. i think the lead here is exactly correct when you said the market is very sensitive to this. there's not a head wind in the market right now that's larger than the china trade situation. we saw that multiple time over the last couple weeks where good news was celebrated in the marketplace and yesterday's story or nonstory about preliminary talks causing the market selloff. when you think about the biggest driver, the imf lowering their forecast for 2019 and 2020 and sort of coupling that with our over-arching concern about global growth, a lot of that is tied up in how we think trade talks are going. i think removing trade as a he headwind would be the largest of the positive catalysts in the market right now. it feels like we're on the right path. the message gets cobb

u.s. chamber of commerce in shanghai reported the trade war has hurt their profits. winning the trade war right now? >> well, look at "the wall street journal" today. there's a really interesting report about how china's economy is doing. and they are doing miserably. they've been hit really hard by these tariffs. so when you ask the question, does the united states have leverage over china? certainly, we do. their economy can't grow unless they have access to u.s. -- >> i don't minimize that leverage, but based on the numbers, is clearly hurting as well. the point is, can you say both sides are losing? >> it's a great point. neither side can win a trade war. the point is we're in an abusive relationship with china. i think all americans have come to understand that. you've seen the espionage that china has engaged in. the fact that they're hacking into our computer systems now, that, you know, they are stealing $300 billion a year of our technologies without paying for it. so many abuses here that have to be fixed. the main point i would make is if we can get this d

u.s. chamber of commerce. this is the american chemical counsel. this is the american businesses.d epa -- rather than being a good partner and helping expedite this i think you're -- the agency is an impediment. i think the other thing i would say i'll never forget my colleagues heard me say that before -- i beg their indulgence. i'll never forget when senator alexander and i work on a legislation to deal with a sulfur oxide carbons and mercury. and the issue i hung up on was mercury, and the idea could we reduce mercury emissions as much as 80%. alexander said we can reduce it by 90%. we had a hearing right here, and a guy said at the end of the table, everyone was from utqiagvik, we can't get to 80, much less 90%. he was representing the association that said no they can do -- he said no they can do better than that, and you know what, they did, they reached 90% reduction. and if you look at the -- the reason why the utilities are -- about this they made the investments, they cost a third as much money to make the investments, it's actually working. and not only do we do -- a be
