a couple years ago, the department of justice indicted chinese spies for stealing strategy information from a u.s. laboron that was strongly opposing trade practices. in terms of the u.s. government response to date, i think it can be broken up into three parts, better defense, prosecuting spies, and increasing cost to china. first, better defense. director krebs described many of the initiatives currently underway by the u.s. government to harden both u.s. government networks and private sector networks. cyber networks and other kinds of networks by private institutions, universities to protect themselves from chinese espionage. over the past several months, there has also been an important focus on restricting the ability of chinese telecommunications sell network infrastructure to u.s. networks and our allies. there's been some remarkable success. the second major response has been to prosecute spies. the assistant attorney general described these initiatives in some detail. i think of these are important efforts that should continue going forward. the third major line of response has been the increa

commerce department of tariffs, it doubled in the last quarter because we are only now seeing the effects. there are two problems in terms of the u.s. operating margins. one is tariffs. the second is labor given where we are in terms of the employment cycle, we are beginning to see hourly earnings increases feeding through. at the same time, the ability of u.s. companies to pause costs -- pass costs on to the consumers is limited. we will see operating margins being squeezed over the course of 2019. that will be the issue. in europe, it is more of a revenue story rather than an operating margin story. manus: we've touched on italian credits. you have some interesting takes on the banks. i was looking through your notes. you have good fives about ebs. -- you seemfocusing to split into two camps. ebm and rife eisen. the others are in the eye of the european storm. >> the particular value in terms of the banking sector is, it is cheap. banks have been under pressure. we talked about cost-cutting and banks. -- it's part of my argument about the credit markets. it spread will peak on valentine's day. the market is cheap. the sector which is really cheap is the financial sector. insurance in

u.s. government saying you cannot do this anymore. it is. if you're convicted of a felony, you are meant to lose this qualified professional asset. but by tradition, the labor departmently granted exemptions. reached a settlement with the justice department over allegations it was men ambulating foreign-exchange prices. it did get that exemption ma, but now they say it was temporary and we are going to extend it. we do not know why that is the case, but starting in 2014, the labor department said it would take a harsher look at these exemptions and i guess have more scrutiny. you are seeing that play out here. david: it leads you to wonder if it is a general policy shift and if it applies to everyone or is there something we do not know about bnp paribas? erik: i would be cautious about extrapolating about this. it is not necessarily a very significant hit if they are not able to get that exemption. i do not know how much it can be spread around if a u.s. bank faced a similar situation. carol: it is interesting because the government need someone looking at those. some of the bigger players have gotten waivers despite paying penalties or whatever. brooke: and sometime
