u.s. and canada, only indirectly subsidize fossil fuels, such as with certain tax treatment, and even these quasi-subsidies are -- quote -- "small in comparison to the developing or underdeveloped countries." so if there are any direct fossil fuel subsidies that this administration could then eliminate, you have to ask the question, well, what would those be? nearly as i can tell, there's two programs that would technically qualify by the g-20's definition as direct fossil fuel subsidies. the first one is liheap, and, madam president, you're very familiar with that program and i think you -- you and i would be in complete agreement that -- that this program, which helps needy americans afford home heating oil and gas, should certainly not be eliminated. i think we've got some -- some considerable support here in the congress in defending liheap. the president, the vice president, much of the cabinet, dozens of other senators have certainly gone on record supporting it. the second direct fossil fuel subsidy, again up in your region, is the northeast home heating oil reserve. and, again, i don't think the administration considered either of these programs when agre
