it will be one of the first challenges facing the uab special representative to somalia. gresterassed up -- peter has the report. >> with the ambassador stepped off the plane in mogadishu last week, he walked into what are the toughest of the diplomacy. helping steer somalia from the worlds most failed state to a stable functioning country. over the weekend he had to to deal with an outbreak of fighting in a port city. troops watched from the as 18 militiamen from rival clans died in the fighting. in nairobi, the ambassador explained why this is such a problem. >> what is happening here is largely, not exclusively, but largely a symptom of the fact that there is no agreed federal bottle. somalis have not yet agreed amongst themselves what they mean by federalism at exactly how it would work. the traditional constitution says some of it, but some of it is not clear. >> after all, what happened there will will set a precedent for the relationship between mogadishu and the rest of the country. >> you're right, there is a relationship. but until that, also volume discussions
