i am curious, you appear to be complimenting the european leaders for taking strong stands, yet the uc similar strong stands being taken by this particular congress to rein in the debt? >> countries have different amounts of fiscal capacity, it you will. countries like greece which are being shut out of the market because of their debt ratios and need immediate and sharp changes in their position. the united states, as i said in my remarks, is favored in that we are a safe-haven currency. we have a long record of paying our debts and our interest. we have a little more breathing space. potentially, i do not know how much we have, we need a program for returning our trajectory of fiscal policy to g by seconds ae --cking a . it is important to send a signal that we have a plan in place. did i understand you correctly? >> a plan in place will help to keep interest rates down and help growth to be stronger in the long term. >> thank you for your testimony, mr. chairman. there is a report out today that the federal reserve, six months into a compensation study of the country's largest banks

what the uc going forward? are we cutting librarians?ven though you're saying fiscal year 2011 will be worse than 2010 and the states are still declining, would you say they are hitting the bottom of the u at this point and stabilizing somewhat because revenues are starting to go up? the think it is still a precipitous fall? >> i think we are hitting bottom. from here on to the next year is going to be the bottom. my hope is within two quarters we begin to start to see some very small revenue growth. i do think it is the worst year. the good news is that it is the bottom. the job cuts -- the number i gave you is 48,000. that did not include teachers. some of those are state employees and some of those are not. we have had to go back and get those numbers. as far as i know it is across the board. a lot of the cuts are freezes or not replacing employees when they leave. there are some layoffs. i think it is more across the board. i think that going forward -- i think that component is going to accelerate. it is hard to say. governors have

because uc commodified pay for my own health care. i was just wondering, what are the shortfalls?have some that can afford it, but not all of it. host: what does the law say for those who have insurance and -- do not have insurance, but have jobs? guest: this is one that touches every american. this is an extremely important point. a lot of big businesses provide coverage. the vast majority of large businesses provide coverage, but many small businesses cannot afford it. they would love to offer it, the legislation basically specifies that for small businesses that do not cover, there will be small business tax credits so they can better afford to provide coverage. but if an employer does not provide coverage to you, when the legislation is fully enacted, which will take a few years, it will specify that you, yourself, can get tax credits to help you purchase insurance. and you can choose the option that is best for you. you will receive subsidies, tax credits, up from the government to help you pay for insurance. we know that one of the biggest reasons people do not have health i
