all seven justices agreeing that uc berkeley can build student housing at people's park. two groups called good neighbor, filed the lawsuit in 2021 that was trying to stop the housing development plan. they argued two points. first, that the environmental impact review did not include an evaluation of the student noise levels, and second, that it did not include any exploration of alternate locations. the uc plan calls for building more than 1100 student beds, 1.7 acres of landscaped and 125 affordable housing beds for low income or formerly homeless people, the state supreme court said. its ruling is based on a new law that just passed in september. it states that human noise is not considered a significant environmental impact on residential projects. therefore the coat. the court said, quote, we conclude that based on the new law, none of good neighbors claims has merit. they continue saying we hold that the new law applies to both the people's park housing project and the development plan and the eir is not adequate for having failed to study the potential noisiness o
