the economic forecasters at ucla -- this is a bit of good news. they say that the state is well- positioned for the recovery, and have identified education among the sector's leading the way toward recovery. also good for us in san francisco is that the outlook for coastal cities is better for the inland empire and the central valley. in some respects, we are well- positioned in san francisco. the governor's budget does continue to expect a very slow recovery for the state in terms of employment. payroll employment is not expected to reach pre-recession levels for another five years, which is eight years from the beginning of the recession. that is mixed news in terms of the state's overall economy. the education budget -- we did talk about this last time. it has some good news and some tough news. on the positive side, there is a proposal that would "protect" funding for k-12 education. this does reflect that education has borne a larger than proportionate share of cuts in the past. i will elaborate on some statistics on that in a moment. the pro

ucla also hosted a discussion on wikileaks. the panel looked at the impact on diplomacy and foreign policy. they talked with students in los angeles for just over an hour. >> good afternoon, everyone. we are going to talk about wikileaks. it is clear to me that wikileaks has really sent shock waves through the foreign policy community and the diplomatic community here and abroad. it has engendered a lot of media attention. there is a big debate about whether he is a hero or a villain. we continue to -- we know there is more coming from wikileaks. what is the significance for american foreign policy and for the conduct of world policy in general? that is what we're here to talk about today. to discuss the implications of wikileaks and to put it in some perspective and some context. for example, secretary of state -- secretary of defense robert gibbs called the consequences modest. the microphone is not amplified. but i will try to speak up. [laughter] congressman peter king of new york called wikileaks a terrorist organization a

chief judge kozinski received his degree from ucla.ve he was there during the great basketball era for ucla. i do not think he was on the team. [laughter] instead, he was busy setting. he served as all law clerk for anthony kennedy at the nine circuit before clerking for warren burger at the united states supreme court. he was nominated to the ninth circuit by president reagan in 1985 at the ripe old age of 35. i think it makes you feel a little inadequate. he served with distinction on that court before coming its 10th chief justice and chief judge in 2007. i am informed that he is a very good poker player. welcome, judge kosinski. finally, let me introduce our moderator for the evening, prof. gerald uelman, not only is he one of the foremost experts support -- studding the supreme court, but he was dean when i went here. and his name is on my diploma. based on that, i always refer to him as the team. but me turn over -- let me turn it over to you, to get the program "collegial courts in a contentious climate" under way. >> thank you.
