some campuses, including ucla and penn state, will say that with respect to this other campus obligation to provide security, that they'll budget a certain number at the beginning of the year. let's say $100,000. and they'll go through events, and will spend whatever money they need to deal with those events. on their own. but once they've blown through the 100,000, no more events. and that's an interesting model. it's content neutral. i think it's going to raise certain practical problems. that is to say everyone is going to run to have their events organized in the fall. there aren't going to be any campus events notice spring. you don't want to be at the other end of the $100,000. it shows how creative universities are trying to get in order to prevent themselves from being in a position where they can be targeted by groups trying to be provocative to the point where you run into problems of financial solvency of the institution. a poll tax or any kind of a legal argument? >> i think howard is right. universities can't force groups that bring controversial speakers to pay the costs of
