the bipartisan approach that i and senator udall have been part of when the democrats and republicans trying to revise section 215 to ensure that when you try to spy on a person you have got to have some avid and that they are suspected of terrorism. that is the bottom line. to do otherwise, to have a dragnet surveillance where you vacuum up everyone of the phone records, who people call, when they called, where they called from, it will become increasingly unpopular.

senator udall talked about the land and water conservation fund. i was co-chairman of the commission with his father in 1985 and six under president reagan that recommended full-time in the land and water conservation fund which is $900 million. the national land act is not for maintenance. the idea of it is for federal and state land acquisition but as senator udall said only once a think has it been fully funded and the idea was that the money from offshore drilling, if you intend on john m. bierman to little bit and he takes some of that and improve the environment over here, it's a nice balance except it has never happened. and we did get through senator domenici's leadership a little bit of funding on new drilling in the gulf coast and one-eighth of a census of land and water conservation fund. it's not much money so we have had a lot of bipartisan support for a long time for full funding of the land and water conservation fund at $900 million. this never happened. senator burr i believe is a bill that would make it mandatory funding and we do

udall: thank you, madam president.re today here debating the issue of rules, and i've listened to this debate about the senate rules, and the word broken gets tossed around a lot. broken agreements, breaking the rules to change the rules. those are the sideline comments, and they miss the real point because what is broken is the senate itself. i've said for a long time the senate is a graveyard for good ideas, and the shovel is unprecedented abuse of filibusters, of delay and obstruction. it all adds up to one thing: broken. we call for changes in the senate rules at the beginning of this congress. we shouldn't have put in place a talking filibuster and other changes -- we should have put in place a talking filibuster and other changes, but we didn't. so we have this tyranny of the minority, where the minority governs. just the situation that our founding fathers feared. too often too obvious the senate is still a grav graveyard for gd ideas anded bodies just keep piling up, especially with executive branch nominees. i

udall: thank you. last week, 40,000 students --. the presiding officer: the senate will be in order. the senator from new mexico. mr. udall: last week, mr. president, 40,000 students in my state got some very bad news. the rates on new stafford student loans doubled and today these students got bad news again. today, our nation's students are once again, they wait in vain for relief. these students work hard, they're ambitious, they know how important a college education is, they know what it means to their future and to our nation's future. they expected more of us and i share their disappointment. we saw this coming. this bus has been approaching a cliff for a year. that ought to be time enough to turn it around. and turn it around without throwing students underneath it. i know that many of my colleagues here are trying, trying to find a long-term solution. but today we fail and our nation's students pay the cost of that failure. for so many in my state, grants and loans make the difference. federalized subsidized stafford loans

senator udall and i were very concerned that this row graham had a significant impact on the privacy rights and liberties of our people and we spent much of the crashing -- pressing intelligence community to show actual evidence of its effectiveness. it turned out they were unable to do so and the statements that have been made about this program to both congress and the courts has significantly double e-mail records program and its effectiveness. the program was shut down that same year. that was a big win for all who care about privacy and civil liberties. senator udall and i wish we could have told you about it at the time, but at least you know there was an effort that we think contribute into a significant step forward. more recently, when the annual intelligence authorization bill was going through the committee last year, it included a number of revisions meant to stop leaks, but would have been disastrous for the public right to know. among other things, it would have restricted former government officials to talk to the press even about unclassified foreign-policy matters. i
