there is uncertainty in uganda concerning the presidential poll. the main opposition candidate has been taken into police custody. teargas has been fired at his supporters. withe going to start off possible facelift for a french labor law. -- >> the proposed reforms have not been made public. they are facing stiff opposition from socialist lawmakers. become a problem. >> not governments have tried. the reform measures have been hard to swallow for french workers. they won't employees at risk. >> it doesn't mean workers rights will be reduced. aim here is to step up efforts to help businesses become more flexible. today, companies have to justify and court when they want to fire staff. the conditions for redundancy are limited to restructuring it. laws, businesses could lay off workers for simpler reasons like a drop in sales for several consecutive quarters. the going gets cuffed on the company, it would be easier to let people go than 40 families in a difficult situation it. it would make it easier to hire people if we can fire them in a downturn.

the zika virus was first seen in uganda. alarm, quite frankly, david, as this thing spreads. >> reporter: christine, there is alarm. many people are asking the question why are we playing catch up on this? the virus was identified here in the zika forest in uganda back in 1947. almost 70 years ago by scientists. they knew it could affect humans and the fact is there are viruses popping up here all the time and we don't often know what they will lead to. >> we don't know for sure. we don't know what is in these forests. we have not done enough. we can't say we have done everything. every other year, we come across new viruses. in the last five years or so, we come across a new virus in this country. >> reporter: with zika threatening an entire continent and maybe spreading into the u.s. in the coming months, the scientists say we didn't know all that much up until now. only one in five people show any symptoms. those symptoms are far less serious up until now than other similar viruses. and it wasn't easily infecting humans.

and i think there is a great buildup of anger in uganda. things have got to change. president is just not the plan to bring that change. he has had 30 years to do it and he has not succeeded. >> is this something i've tipping points for the country? does this fro frustration boil r in to violent protests on the streets? >> i think we'll see more of that and it will be subtle, though. if you come out on the streets you will just get your head barked in by the police or army. one of the problems is that the president gets something like a billion and a half dollars every year from america and britain because he's managing or supposedly managing the conflict in the region. he has troops in sudan, he has troops in the central african republic. he has troops in somalia. and he, if you have your troops there, you can also create trouble as well as peace. so he's got the -- >> so he has leverage? >> he has the donors in his grip because he knows that -- they know at any moment he can pull his troops out and they'll have to find some troops from somewhere else. and they migh
