nbc 'ian williams is in the ukrainian capital of kiev with the latest. >> reporter: good morning, tamrontoday's diplomacy certain to be overshadowed by the latest news of crimea, but the recently stored is to hold a referendum with a simple question, whether they want to be part of ukraine or the russian federation. now, that's certain to be seen in the west as yet another step towards a formal annexation of crimea by moscow. now, russian foreign minister sergei lavrov is unlikely to see it that way. he's already decided the russian troops occupiesing crimea. he's described the soldiers as being a self-defense force over which russia has no influence. the attention today will be on a meeting of eu leaders in brussels. they have been very reluctant to back stiff sanctions against moscow. they have a lot more to lose than the u.s. they come up with a package of economic support, but have been very wary of sanctions. moscow, of course, will be watching that closely. so will washington. whether or not the latest developments from crimea concentrates minds, we'll have to see, tamron. >>> we w

meanwhile, let me bring in nbc's ian williams, also in the ukrainian capital of kiev and what's happening on the ground there, in particular the crimea region. ian, what is the latest you are seeing? >> reporter: hi, tamron. well, just to pick up from what andrea was saying, it's going to be interesting to see what kerry has to say, how he reacts to that putin press conference. it was a bit of a rambling press conference, to be honest, and pretty combative, as well, talking about a illegitimate government here, a coup, and the right to intervene, as he said that was a last resort. he also said in that press conference there have not been a bullet fired, well, that's no longer the case, because we had that extraordinary standoff today in crimea at an air base near where ukrainian members of the ukrainian armed forces who worked at that air base walked unarmed towards the base to be confronted by russian soldiers who were blockading the base. the russians said they wanted their jobs back, wanted to go to work in the base and the russians fired shots over their heads. it was very tense for a

kiev where anderson cooper is on the scene for us. ukrainian officials say thousands of russian troops are already on the ground so how were his words received in the capital of kiev where you are? >> reporter: well, i think i talked to a former defense minister and others today and people would find it laughable if it weren't so deadly serious that russian forces have not already intervened in crimea. obviously there is huge concern about russian forces extending into eastern ukraine, which we have not seen, thankfully. but there's nobody here that you talk to in kiev who believes that the forces were seeing on the ground in crimea, as our own people have been reporting and others have been reporting, are not russian forces. the idea that there are self-defense militias simply -- it defies credibility. >> and you know, the other part of the news conference, anderson, president putin described the overall situation in ukraine as an unconstitutional coo. do ukrainians that you've been talking to see this escalating in the next few days? >> reporter: you know, there's certainly a lot of concern about that and i think they are watching it very, very closely.
