> one of the things you're also working is the acquisition process which has been criticized for unbridledrequirements of growth, oftentimes, you know, driving the adoption of immature technologies and at the end development costs end up soaring. what are some of the reforms you want to see in the requirements growth, the acquisition piece and the development piece to cut the costs of new systems? >> the army has had challenges that way, i think everybody knows that. but i think we've had a lot of successes too, especially in the last 10 years. we've really focused on supports of the war fighter. the nation, congress, industry has all helped us team to make sure our acquisition process in support of the war fighter has been really good and in terms of protection and uavs, situational awareness, we've really made some enormous progress. now we do have challenges for the future and a lot of that is how do you have an affordable modernization program. and we focused on incremental modernization, so not great leaps ahead in technology, but things that we think are achievable in the short term

but if we don't stop the unbridled spending in washington, our future is not going to be able to continue to pave the way with gold. this spending has to stop. to say we'll do it tomorrow is not enough. we have to force ourselves into fiscal discipline. and that only way to do that, the only way to legally bind us is through a constitutional amendment because the constitution says one legislative session can't bind a future legislative session with anything unless it is written in the constitution. that means what? a balanced budget amendment. if we are going to control the spending, we have to have the balanced budget amendment. i think we're going to take this historic vote on thursday or friday. this is not a partisan vote. this is what is right for our future. this is what americans, 3/4 of americans get it, the woman on this picture that is balancing her checkbook gets it, my brothers, sisters, nieces, nephews, that are probably balancing their own checkbook sometime this week, they get it. the local government that i used to represent, they have to do it. they get it. the state legi

if that's what it takes to get our fiscal house in order, to check against unbridled tax cuts that aren't paid for or new increase in spending that goes unpaid for, it's a risk worth taking because we are jeopardizing the future of our nation, our children's future with these ongoing budget deficits, and steps need to be taken right now. there is a legitimate concern that members on my side of the aisle have been expressing. the 3/5 increase of vote in order to increase the debt ceiling. we saw how perilously close we came to defaulting on our nation's obligations over the summer. and i fear that through this amendment that a minority in this body could literally hold the rest of our nation hostage or paralyze the functioning of our government or lead to the default of our obligation. i still think that's a legitimate concern that's not addressed through this amendment. in fact, it makes that probability more likely and it's something that we are going to have to address as we move forward. but today i think given the lack of options that we face and the dire situation that we have, with
