there seems to be, you know, fairly widespread agreement that we are underresourced when it comes to the department of defense. we've got a multitude of kinetic challenges that are presented to the united states. a group of us just got briefed once again today by our military leadership on the scope and stentsz of the north -- extent of the north korean threat. i agree with many of my republican colleagues that we need to increase funding for national security. but national security is not just housed in the department of defense. national security is also about making sure that our families are secure, that our communities are secure. and so we believe that we should increase funding for the department of defense, but we should also make sure that our schools have teachers. we should also make sure we have cops on the street. we should also make sure that our bridges aren't falling down. that's national security as well. and it's not too much to ask to make sure that our security is taken care of internationally and domestically as well. let me give you a perfect example of how you

cannot wait for our ministries of education across the arab world that are already overwhelmed, underresourced and bureaucratic to take the measures that need to be taken while we wait for generations of children that are growing up in darkness and being susceptible to extremists thought and hopelessness you know more than i do that jobs and opportunities and hope are the strongest antidotes to extremism, and education is a prerequisite for home. so we need to take urgent action because we can't wait, we need to look at some tools available today. innovation, applying innovation to education is something i'm focused on in my foundation. that's why we set up an open, online platform for adult learners but we realize that we need to get to children from a younger age. so we're dropping it to become a platform that gives children access to free, quality world class education from the age of kindergarten to grade 12 so we'll have curricular and learning resources online for those children i think that could make the difference that we need to make. as i said, it is an urgent issue. with education,

this is throughout most urban environments, particularly those where you have underresourced people andhose who have dealt with the unfortunate other side of bad issues and social economic problems that have gotten them to this point. >> one thing that is important to me is mental health. when i worked in these neighborhoods, i went through it coming up. i saw people being shot as i was coming up. and my life could have took a totally different road that it took. but i end up changing my life and going into the route that i really wanted to go. but the youth that i mentor every week, they are going through depression. i don't call it ptsd. i call it ctsd. it's continuous. we look to leaders to figure out ways to solve this problem. what do we get? we get the mayor who shut down all of the merge health facilities in the urban communities. well get no funding for schools to have clinical staff to deal with these issues when students need some help in school. so what snaps they go to the streets and the just as tremayne said, it create morse trauma. >> there is not an expectation that peop

most of our states have had to adjust to this new reality and have been underresourced. this the forest service.about two things. one is the shared asset. we outfitted a couple of large tankers this last year and we shared it was so gross they, but you know, allowing the states to larger role in shared asset to maybe help in the states group together to put up some of the money the federal government would put up some of the money and allow an object to his prioritization we could all probably agree that out as governor's been so good at working together across artists and lands. the second thing that i think most of us would see there are more and more people living in the urban interface. but we've taken a couple at this to figure out how to get the insurance companies and convince people to do a better job of managing fire risk around their homes. california has by far the greatest vulnerability. we have a lot of risk in a no every governor in the state has similar themes. if we work with the federal government to begin finding ways to incentivize and motivate. i'm no

the county board of commissioners to the governor of the state of florida because he says he's underresourced and can't provide the level of safety required. so i get that, and i think you do absolutely have to make an informed argument and go talk to those whether at the local level or state level or for that matter at the federal level on what your needs are. but just know there's competing interest. we're not far and away above everybody else, although we may think we're the most important governmental activity that's out there. and i can make an argument that it is. but know we're competing with many other interests, very important interests like public safety that you have to provide all of these services to some level. but the other part of it is we have to get -- i know i see amber out here, and they've done a fantastic job in denver of analyzing and taking technology where they've been able to save money. i don't think your budget has increased. but they've been able to do far more because they've modernized and able to do things on a more efficient basis that allows them to free up m
