city. i think there are probably many instances in which we do have to come to voters for a very small technical amendment. but, of course, i completely understand concerns about changing the spirit of initiatives that voters have spent a great deal of time putting forward to the city. you know, just speaking personally, i always had concerns about state's ballot initiatives. i don't view it as a democratic pros. i think it is a process that has been taken over by money and the winner is always the person with the most dollars and it's not necessarily a democratic process by which we slate. -- legislate. i think on a local level there's a lot stronger grassroots organizing that happens here in the city of san francisco and we're very fortunate to have such an engaged con stitch yens si. in many ways i think we have a much more informed voting community. i think money does get involved in a lot of these races and many times it's based on messaging. and oftentimes voters don't have a larger sense of the larger policies that take place. i will bring up the fire department brownout measure that voters overwhelming supported without necessarily an un

i understand the city if approval discretion is limited under the communications act of 1996. as such, i believe an eir is the best place to explore the project impacts, alternatives, and the traditions. to that end, i believe it is inappropriate to reject the cadex and require further environmental review. you would need to look at all the various aspects of street furniture and enforcement in the public realm, whether they be good bed or otherwise, whether they are bicycle racks, trees, or all kinds of things on the sidewalk. when you take these things together, the cumulative impact is an impediment, that needs to be fully explored in an eir looking at alternatives and mitigation. cadx does not do that.

needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements, but, really, shortly after we open our doors, we understood that we were also, as a government entity, a place for people to come when they want to know about loans, about writing a business plan. where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money they have, how much money they are going to need to open their business. based upon those questions, we will direct them to the sba for workshops, courses. there is other entities that also provide workshop courses score as well in terms of helping to write business plans. also helping to educate the distinction between
