inefficient irrigation system design and layout difficult to maintain lawn and steep slopes and underutilized areas. this is the actual need we have. in june of this year we were awarded by the puc the -- a grant in the amount of 1,318,485 to undertake this project, which requires the mou before you today. that particular project we have proposed would address these particular items. it would replace irrigation system. replace that completely quick cover line, install a booster pump to increase water pressure, improve irrigation system layout and design, replace unusable turf with drought tolerant plantings, where appropriate in park design, and install a weather-based smart irrigation controller. with this project complete our estimated water reduction would be one-third reduction or $2,545,192 gallons annually, which is very substantive. that being the project that we proposed, the puc has made available this money for the project. it is available to the end of fiscal year 13-14. their grant funding covers 57% of the total project costs. remaining 43% of the alamo square cost would be subsi

30 mhz for broadband, and yesterday we unanimously adopted an order freeing up 40 megahertz of underutilize satellite spectrum from land-based mobile broadband and opposes setting the stage for an auction of additional 10 mhz in 2013 and why later today i expect my colleagues and i to approve a proposal to make 100 megahertz of spectrum in a 3.5 gigahertz band available for broadband and of course congress recognized the importance of innovative policies solutions to the spectrum crunch in authorizing the commission to conduct incentive options. as a result of this important legislation, landmark legislation the u.s. will be the first country in the world to conduct incentive options. our obligation is to implement the legislation in accordance with the statutes. with our vote on a notice of proposed rulemaking in september the commission launched implementation of the new law, implementation is on track. eagles and principals include maximizing the overall amount of spectrum freed up including by maximizing broadcaster opportunities for participation in the auction enabling continued role

the transportation committee, there is empty public buildings that have sat there, properties underutilizedwe want to make certain the taxpayers' resources are used in the best possible way. this bill follows up our report by requiring the coast guard that has currently sidelined some of the -- one of our heavy ice breakers, to make a decision on either being reactivated or demissioned. again, we can't sit on valuable assets in any of our agencies. finally, this bill restricts the use of post construction of future national security cutters until our national security cutters meet a long promised mission performance capabilities. we started producing a small number of national security cutters, bigger than our 100-plus foot cutters, after 9/11. we had some problems with that program. it's our responsibility to straighten out those problems. make certain that the long promised mission and performance capabilities are met and this bill hopefully leads us in that positive direction. unfortunately, the bill does not restrict the ability of foreign seamen enter outside the united states on nonu.
