the second thing i want to say is i am totally underwhelmed by the amount of money in this bill. when you take a look at the amount of money that is being spent here, it has dramatically changed as we have debated this bill. originally, this was a $9.3 billion program for medical research. pretty hefty. over a five-year period of time, it would have had a dramatic impact in a short period of time. well, that changed. it's about half of that now, and it's spread over ten years. so the amount of money actually going to the national institutes of health in a given year is interesting, $400 million, $500 million, but it doesn't match what was originally promised in the 21st century cures act. and the question, of course, is if this money is put in out of prevention funding, will it be additive? will it be more? let me just close by saying thie many who have strong feelings about this bill. i think it is a step in the right direction, but as senator warren has told us, it's at a heavy cost when it comes to some of the favors included in this bill for people who have friends in high pl

japan is a story that has been underwhelming, and if you look at a story now when the dollar can appreciate against the yen, that is the holy grail for the bank of japan. you have seen some of that. you have a seen a 10% depreciation in the yen. emerging markets -- we are distinguishing between the debt and equity market. the debt is an acute sensitivity. in an environment where rates will be trending higher, that is something we will be addressing. what we know side, about policy right now is that the u.s. will have better gdp than we thought on november 1. if the u.s. has better gdp growth, emerging-market equities are still overweight. overweight on the equity side. david: i imagine you are not thinking it will be 4% gdp. how treacherous is it to bet on that? you are betting on the fact that he will not follow through with the trade policies he talked about? philip: exactly right. we distinguish between the protectionist tariff rhetoric compared to deregulation. we focus more on the domestic side then the campaign rhetoric around the tariffs. wouldt were to change, we change our view on
