what's important is that you are here taking unfiltered questions , that town hall type of environmentin people's living rooms. having coffee with people. it is being willing to take the questions and answer them sincerely from the heart. if governor bush is able to connect on the issues they care about, then he would do well. i would say the same thing about all of the candidates. >> regarding the nominee of the party. does the nominee need to win iowa or new hampshire? >> i think it is helpful, in particular for a candidate that is still working on name recognition. part of the justification of having iowa in new hampshire is that we are manageable for a candidate that may not have the finances and name recognition and for them to move into a situation where they can be competitive. is it absolutely necessary? probably not. is it helpful? i think it is. when people say sometimes that they look you in the eye and make the decision, that happens in iowa. people are going to do that here. jeb bush is going to have to move himself as a candidate. so far it looks if he is willing to devot

lot of people are concerned that much of the information on the internet and the news sources are unfiltered. is it because of the editors that start to clean up this information that cleans up the credibility cracksman i think the dynamic of the web, -- the dissemination through twitter and other means questions about something that pops up if somebody comes out with something that is not right or can be proven wrong from the source that is questionable than that accountability happens much quicker and over time it has built up if it comes from abc news or the journal or the times it has a stronger bedrock of credibility than if it comes from someplace no one has ever heard of. because extremist heard the reports are built on these elements. >> ever like to open to all of you with an incredible opportunity to figure out what these four gentlemen are looking for from us. >>. >> being in chicago speaking about regional papers for ferguson. do you think they had a strong investigative team there would have been a ferguson? >>. and an important aspect is an engaged citizenry and the engaged citizenry needs to have unfiltered informationt comes to them and that is i think c-span is absolutely an important component of that in our democracy. okay. the civil rights act of 1964 obviously as you've heard and as you know the historic piece of legislation. as you heard it is not a fully transformational piece of legislation because it cannot by its own get us to full racial quality on any number of friends because i'm tell you engage with the economic issues in the country that won't happen. nevertheless it also plays its part if people can actually now get jobs get promoted in their jobs that will definitely make a difference in their economic status. it's also dynamic particularly as it is implemented by the equal employment opportunity commission, the commission which i serve and the commission that the congress specifically chose to set up a bipartisan commission when they passed the civil rights act they could have had the department of justice implement the law, the department of labor but instead they created a bipar
