my focus really is how do i help as many unhoused people get off the streets and into shelter. however, i certainly share the same concerns that all you have about quality of life in our neighborhoods and safety for everybody in our neighborhoods. i think there's a lot of didn't things that we could do around safety and security that don't necessarily involve a police presence. we want to be out there and we will continue to be out there as much as we can, offering individuals who are in the b.a.r.t. station or around the b.a.r.t. station or anywhere in our city with the shelter and services that we have available to them. >> vice chair ronen: great. i have three quick questions. when the hot team encounters someone who is homeless because we know not everyone is homeless who is hanging out or spending time in b.a.r.t. stations, is one of the referrals that they make or connections that they make to they're congratulations center -- they're congratulations -- navigation center beds? >> yeah. we have one day shelter beds. we have resource centers people can go to, to get into th

[speaking spanish] >> translator: they are part of our community and we should respect them. thank you. >> thank you. next speaker. >> public: good afternoon. i too would like to thank for doing this. i have been familiar with the plaza and the area around the plaza for 20 years. and it has been the object of the most outrageous forms of neglect and has been treated as a drug containment zone without any attempt to solve the underlying injustices and problems that are generating the amount of drug use we are seeing in the plaza. this neglect contributes whether intentionally or not, to the disinvestment that is now being used as an excuse to general -- gent identify -- as people become more desperate both economically and to using and selling drugs and to other forms of behavior that have to do with getting by out of here desperation. i'm grateful we are taking steps to clean the plaza and assist people with their struggles. i would ask we remain along this track and not allow this t

and sets up in a tent and we end up responding to a neighbor's complaint because that person is unhoused. we put them in a nav center and that person because they happen to have triggered a complaint and a response they end up getting permanent supportive housing when we have so many people on the streets suffering. these aren't easy decisions to make. but folks who have been -- so, they are just not easy decisions to make. but we've got a system that is based on successes that we have seen in other communities, including houston which saw a 75% reduction in homelessness in about ten years. using coordinated entry and using data and making decisions on how to effectively ration what you have. not a perfect solution by any stretch of the imagination. and difficult decisions have to be made. that's the reason why. the numbers just are what they are. i would also argue that whereas i have seen encampments where there is a sense of community and where people have come together to really create -- to care for one another. the vast majority of them are not that. they are very unsafe and very u

we see these people that are unhoused, and whether we want to acknowledge this is housing or not for people, it is. i'm a big supporter of looking how we can do a safe transition park concept, and i personally would not vote for a citywide ban without something like that. at the same time, we have a crisis on our street separate and independent of oversize vehicle issues, and to not acknowledge it and think that we can just simply move it away is just not realistic, and we need to describe, also, the 72-hour kind of complication that you could just move your vehicle around every three days which is essentially the reason that we've had a much larger homeless problem more visible in our city, previously people nobody went to or weren't as busy, are now forced out of those places, are now just forced out. we see that in tent citys. so i don't think it's not realistic to believe that an outright ban would solve the problem. i just think it moves it around constantly like we see with our tents. so i really think if we can get to a point where we can figure out this pilot program and a pa
