i am the director of budget services for the san francisco unified school district. i am here to give you a brief update on our -- not just the governor's budget proposal for the state k-12 education, but our status and where we are with our district's budget development. this presentation was provided to our own board members a few weeks ago at one of our committee hearings. so it might be repetitive for you, but bear with me. let me start by giving you a very brief overview of where we were in january when the governor proposed his budget for 2011-2012. in january, the state was looking at a projected deficit of $25 billion -- $26 billion, sorry. at the time when the governor came out with his proposal in january for the k-12 budget, he proposed bridging this $26 billion gap with a combination of $12.5 billion of cuts mostly to the uc's and state colleges. and a $13 billion augmentation or proposal to augment revenue. let me just get to the right slide. i'm sorry. at the time, governor brown acknowledged that k-12 education -- or k-14 education, ashley, had won mor

so, a couple of years ago, i sat down with unified school district, city and county of san francisco, and we said, "how can we change the system in san francisco so that all of you can have the kind of experience educationally that you need?" we decided that the only way we could achieve this is that all the people on the stage have to work together because the students were telling us that we have failed them to a large extent. why? because many of us went to college perhaps or high-school too long ago. i was at uc berkeley in the 1960's as an undergraduate. so i had to look at that and ask how confused i was. when i look back on it, as everyone on this stage will tell you, their first stage was -- their first year was confusing, maddening. we were experimenting. we were experimenting perhaps with a lot more than you will be experimenting with. i am a physical educator with the san francisco unified school district. i am here because i and many of my colleagues are greatly concerned about giving pe credit for jrotc. it does not fulfill the state requirement. unfortunately, the contract set forth with independent study. most schools is not being followed. these students are not hitting all of the content standards that they are supposed to, and they should not be getting physical education credit for doingrotc. now more than ever comepe wrote -- more than ever, pe has changed. we have tests that students need to pass, just like in the academic classes. i believe in a physical education, but i do not believe that these should be combined. they are different curriculums. now more than ever, with childhood obesity, diabetes, all sorts of adult, adult diseases that are happening, 30% of our children are facing supposedly adult diseases, lifestyle diseases. it is important for children to be visibly agitated. thank you. a comprehensive education they can get by credentialed as education teachers. thank

it is always refreshing to see san francisco unified school district students doing well. i am excited to be here. i want to thank our sponsors and city family that came together to make this happen. when i was thinking about my words and what i wanted to deliver and share with you, is that oftentimes, i -- last year when i ran for office, people would say that i was so young, that it was not my time. they would ask how i was going to be able to make a change when basically i was just so young. so last year when i was elected, i was 32 years old. i think i am the youngest member of the board of supervisors. i serve with 10 other colleagues, and i represent district 10, the southeast part of the city. i would talk with people during the course of the conversation and remind people that any time any kind of institutional change happens, that it actually happens from a young persons, from the grassroots level on up. if you think about how technology has revolutionized our lives, you think about google and apple -- those were college students that made those changes come about

i'll continue to support the students in san francisco unified school district because that's my job. but i am extremely disappointed in the adults that have negotiated on their baff for a program that quite frankly i feel they were hoping they were going to change at the state level and they didn't. i think that you have jeopardized this program. i think that you've created additional tensions that were really unnecessary and i think it's unforgenafment it's taken me a lot of thought about whether or not i'm going to support this resolution tonight. but now i want to talk to you students about holding your teachers accountable about pushing them to stick their decision just as they ask you to stick to yours. to get behind them and say have you signed up for the classs that you said you would sign up for? because we want you to be better instructors as well. weapon want you to be high qualify instructors just as we ask any teacher that we have in the san francisco unified. so i'm asking you as students to hold your teachers accountable just as you have asked me to be accountable to yo
