i am the director of budget services for the san francisco unified school district. i am here to give you a brief update on our -- not just the governor's budget proposal for the state k-12 education, but our status and where we are with our district's budget development. this presentation was provided to our own board members a few weeks ago at one of our committee hearings. so it might be repetitive for you, but bear with me. let me start by giving you a very brief overview of where we were in january when the governor proposed his budget for 2011-2012. in january, the state was looking at a projected deficit of $25 billion -- $26 billion, sorry. at the time when the governor came out with his proposal in january for the k-12 budget, he proposed bridging this $26 billion gap with a combination of $12.5 billion of cuts mostly to the uc's and state colleges. and a $13 billion augmentation or proposal to augment revenue. let me just get to the right slide. i'm sorry. at the time, governor brown acknowledged that k-12 education -- or k-14 education, ashley, had won mor

the san francisco unified school district is determining where. you are merely providing educational support. and providing a stipend for the students, right? >> correct. >> as an incentive to continue to move down a positive path in education. for me as a point of clarification, is it mandatory that the students attend this summer program, or are they able to opt in or out if they are failing? it is mandatory? >> it is not mandatory. that is why we offer -- that is what the stipend is for, as an incentive to encourage them to enroll. >> this type and amount was $599 for the total summer or a month? >> $599 for the total five-week summer school experience. they could earn up to that. >> how is it broken down? by attendance? how do you account for the site in? >> we have a rubric in place that works on summer school attendance in their regular summer school portion of the day. this summer academic attendance, which is the program we are sponsoring. then positive attitude and summer completion. the numbers are actually broken down in the rubric. >>

creating a unified, usable, and a memorable place for the north beach community. thank you for your consideration. president chiu: let me ask if the project architect has something to say. it will come up in two seconds. >> my name is marcia. i am architect. the site is located at the heart of north beach across roads of the neighborhood. to clarify the location, the playground is located between lombard and greenwich, powell and mason streets, and the site also includes 701 lombard street along columbus avenue, which is currently a parking lot. there is a long history of recreation use at the site. it was established in 1909, just after the earthquake in 1906. this is a photograph prior to the current library been built on top of one of the tennis courts at the sixth and playground -- at the existing playground. this is a photograph of the existing library, which as was mentioned, does not meet the needs of the community, is not accessible, and does not meet requirements of the ada. furthermore, it is not seismically safe. the interior of the library is currently

scott, welcome to san francisco unified. >> thank you, nick. this year, six school districts from across the state distinguished themselves and are recipients of the a.i.r. health awards, achievements in respiratory awards. and san francisco unified is one of those six districts. why is this important? in san francisco, approximately 16.2% of the students have been diagnosed with asthma so in a class of 30, approximately six students have asthma and there's an enormous financial cost. in california each year approximately 1.2 million students miss school each year as a direct result of asthma. and that means that approximately 39 million dollars in a.d.a., average daily attendance revenue, is lost, because of asthma-related absences. now, it causes one to wonder how many teachers could be put in the classroom for $39 million or school nurses, how many facility staff could keep classrooms clean and ventilation systems in good repair. and what's the cost in lost income when a parent stays home with a child who's ill? also, asthma is a distraction

success initiative is a partnership between city college, the city of san francisco, san francisco unified, and san francisco state, and we're working together to reach an exciting goal of doubling the numbers in san francisco will get a degree or certificate. how many of you are going to get a degree? raise your hands. or a certificate? raise your hands. we should have every hand up in this room. if you are not convinced you are coming to college, you will be convinced before you leave today. i just want to tell you a little bit about myself. in the first in my family to go to college -- i am the first in my family to go to college. anyone else? for me, my first year of college was really intimidating for me. i was really overwhelmed. i did not know how to get the financial support i needed. my mother never even went to kindergarten. i could not even go to my mother for help, so i did not know where to turn. my transition was overwhelming. we want to make sure you have a smooth transition of college. that is why we have created this important day for you. that first year in college, i fel

so, a couple of years ago, i sat down with unified school district, city and county of san francisco, and we said, "how can we change the system in san francisco so that all of you can have the kind of experience educationally that you need?" we decided that the only way we could achieve this is that all the people on the stage have to work together because the students were telling us that we have failed them to a large extent. why? because many of us went to college perhaps or high-school too long ago. i was at uc berkeley in the 1960's as an undergraduate. so i had to look at that and ask how confused i was. when i look back on it, as everyone on this stage will tell you, their first stage was -- their first year was confusing, maddening. we were experimenting. we were experimenting perhaps with a lot more than you will be experimenting with. [laughter] nevertheless, we are here now. what is the common thread that connects all of us? college education. [applause] do not be fooled. do not let anyone tell you that without a college education, everything is fine. we are in america now

the unified district is in the hotseat after a grand jury found that its outdated emergency equipment and policies led to the destruction of that school last summer. george, this is a damaging report by the grand jury. what exactly does it say the school district did wrong? >> reporter: the grand jury made it clear in the report that sprinklers and automatic fire alarms should be installed in all new and remodeled san jose unified schools and says the building that burned down here at trace elementary school did not have them. >> it was quite devastating for them to see their classrooms burning up in flames. >> reporter: cheryl has two chirp that go to the school. she supports a grand jury recommendation urging the san jose unified school district to install sprinklers and fire alarms when they build a new school or remodel an existing one. >> i don't think there should be any question about it whatsoever. it needs to be mandatory and a qualification standard set that all schools have this. >> reporter: the grand jury's report looked into last july's fire at trace elementary. the repo

i am a physical educator with the san francisco unified school district. i am here because i and many of my colleagues are greatly concerned about giving pe credit for jrotc. it does not fulfill the state requirement. unfortunately, the contract set forth with independent study. most schools is not being followed. these students are not hitting all of the content standards that they are supposed to, and they should not be getting physical education credit for doingrotc. now more than ever comepe wrote -- more than ever, pe has changed. we have tests that students need to pass, just like in the academic classes. i believe in a physical education, but i do not believe that these should be combined. they are different curriculums. now more than ever, with childhood obesity, diabetes, all sorts of adult, adult diseases that are happening, 30% of our children are facing supposedly adult diseases, lifestyle diseases. it is important for children to be visibly agitated. thank you. a comprehensive education they can get by credentialed as education teachers. thank

it is always refreshing to see san francisco unified school district students doing well. i am excited to be here. i want to thank our sponsors and city family that came together to make this happen. when i was thinking about my words and what i wanted to deliver and share with you, is that oftentimes, i -- last year when i ran for office, people would say that i was so young, that it was not my time. they would ask how i was going to be able to make a change when basically i was just so young. so last year when i was elected, i was 32 years old. i think i am the youngest member of the board of supervisors. i serve with 10 other colleagues, and i represent district 10, the southeast part of the city. i would talk with people during the course of the conversation and remind people that any time any kind of institutional change happens, that it actually happens from a young persons, from the grassroots level on up. if you think about how technology has revolutionized our lives, you think about google and apple -- those were college students that made those changes come about

what do you mean a unified vision? >> one of the things i've learned this last year in traveling around the country and even internationally is that schools in classrooms and countries that are successful in education are places that have a unified vision. when i look at these schools in this top 100 list i see schools that have committed to doing one thing very well and in that they do everything really well. and that's just the opposite of what so many public schools feel, so many public schools feel the requirement to do so many different things well that consequently they don't know where to put their focus. >> thank you so much for joining us. l.z. granderson so nice to see you today. >>> every 26 seconds think of that, every 26 seconds a high school student drops out. it will take parents, teachers, students and business to slow down the clock next. item five is a resolution unifying the unified school district, with the funds for fiscal year 2012. this is for the public education fund and we are approving special commissions of up to 25% of the applicable rate, we make environmental findings, out of the ordinance with the section -- to designate weekday and weekend hours. to the gulf sees at lincoln park. this is amending the code, to designate the weekend hours for the nonresidential rates, and making environmental findings to designate weekday and weekend hours to golden gate park, and item number 11, the ordinance amending the health code section 128, to set rates and other services provided by the department of public health and effective on july 2011, with the ordinance administrative code section, to add a fee of $35 for services provided by the public, for this program. >> thank you very much. items one and two -- this is the budget and the corresponding item. this is a piece of legislation, trailing with the budget for the particular rates or other pieces of legislation corresponding to the budget. those items will be c

then you talk about learning, the lc program, i mean, the unified school district should be do that from top one. what i notice about y'all's school. my daughter has to go all the way to 25th and caravel to go to a good school. you don't service all your schools the same. when you talk, talk real. don't talk about the bull. my daughter, i have to get up way early. i have to take gas money and gas is going up more and more. for my daughter to get the services she needs. i have a preschool who has speech and language problems. we had assessment and the person came. i told her. they took my daughter. i told her i didn't want them to go there because it wasn't up to my standards. it wasn't up to my code. i kept calling them. what could they do to change my daughter. up to today, she hasn't received her services. you are not servicing the way you are supposed to. you need to get to the community and really talk to the people if the community. not saying this is what these people want or this is what some of people have said. not to say, that people the pacific islanders. from my understanding

we are also joined by members of the sentences for unified school district visualize performing arts office. we represent over 200 grantees. we ask that you please protect the proposed budget for the arts. everyone need to sacrifice, but the arts community has taken a disproportionately significant cut in the past. we ask to stop being unfair to the arts. we have done the best we can to cut our budgets and be creative in ways to generate revenue in this very difficult economic time. more cuts to our funding would result in cutbacks on staff and a reducing programming. please nknow, our 200 members, e benefit san francisco in many ways, including educational programming to tens of thousands of schoolchildren. almost every public school in the city receives programming with us. the programs are with children who need it the most. they tend to be the more low income, disadvantage, and emotionally-scarred youth. we have ways to reach them and give them a chance to learn in a new way. we also employ thousands of residents and voters. and we bring in millions of visitors to the city to par

i'll continue to support the students in san francisco unified school district because that's my job. but i am extremely disappointed in the adults that have negotiated on their baff for a program that quite frankly i feel they were hoping they were going to change at the state level and they didn't. i think that you have jeopardized this program. i think that you've created additional tensions that were really unnecessary and i think it's unforgenafment it's taken me a lot of thought about whether or not i'm going to support this resolution tonight. but now i want to talk to you students about holding your teachers accountable about pushing them to stick their decision just as they ask you to stick to yours. to get behind them and say have you signed up for the classs that you said you would sign up for? because we want you to be better instructors as well. weapon want you to be high qualify instructors just as we ask any teacher that we have in the san francisco unified. so i'm asking you as students to hold your teachers accountable just as you have asked me to be accountable to yo
