. >> the requested action of the board of education of the san francisco unified school district convene a public hearing and adopt the annual budget and annual service plan for special education. >> nicely done. >> okay. i have several speakers signed up for this item. robin hansen has left. mega and katie franklin, two minutes, each. please. >> hi, megan calusa, i am a special education teacher and i want to comment on the fact that our local area plan has not been updated for a while and it was mentioned that as special education starts to look a little different in this district, we need to start planning for what that looks like as a whole district. as it becomes a bigger part of our district in that thoughtfulness that goes into the planning for making sure that the teachers are prepared and that the district is prepared for it as a community. and i think that looking at our local area plan and having a discussion about it and updating it, so that we all have a singular vision of where we are going and what it takes to get there is really important. and i think that as part of this

in fact, we found that out very quickly working with our own unified school district. there is a robust process and it's doubtful mass properties sales will be the first order of priority in this strategy. ultimately we believe this is not about dollars. as we found out, there are many ways in which school districts that have property can increase their revenues by looking at their assets in a different way. this is why lending city staff to them might be helpful as it was helpful as it has been helpful to our own unified school district. we need to fundamentally stabilize the foundation of the college, strengthening the areas that will help it run on a day-to-day basis. the academic house of the college remains strong and i'm grateful for the high quality of instruction offered to the students. but we also know that we're not just talking about people degrees. we want vocational training. we want the credits to go with it so that people can transfer to higher levels of learning. and we also need them to have enough support for their language assistance as we noted ear

we wanted to unify the south under his control. welcome in the various phases. >> host: the war is a continuous and unfinished business between north and south korea, but in the context, there are incredible changes in the international context. >> guest: that is correct. >> host: so it's very relevant to politics. now, one thing that i find interesting is there is a huge literature on this and you have to try to cover. a lot of primary elements. one thing that i think is very interesting about the book is that you really have done a good job of capturing human elements and human voices. at the same time, that you're trying to tell this story of international relations. so how did you focus in and find those particular primary voices as you did during your research? >> guest: the mean in terms of the sources that i used? well, i sort of laid out what sources are used with the primary news sources that i used. i could not have written a book without the american history project. that is really a treasure trove. there are a lot of pe

i am a graduate of the san francisco unified school district myself. so, i am very invested in the school district and one of maria said that the dlac has made a number of suggestions to the board and it seems how the new budgeting is being broken down, a lot of the moneys is unrestricted funds and does cause a concern for us. and we see that a lot of the staffing is also going to come from on top. so, substitutes is one of the suggestions that we made, so the substitutes is a big issue especially in the schools that are offering the immersion programs which are elementary and schools and we are suggesting that a substitute be assigned to the school site and this substitute must have a good relationship with the students and must be able to speak, read and write in the language of the immersion level. we heard many complaints nr the members that the substitutes were being sent to immersion classes and they don't speak the language or some of them are not even qualified to deal with elementary schools and ter actually high school substitutes and there i

you know, san francisco unified is a much better place for it. and we're seeing now the school district actually is very focused on student achievement and you're starting to see those improvements. but we had to make some really hard decisions around how we were going to make sure that the places where there's some potential for our institution to fall on its knees were addressed and that's what this opportunity is. and it's another 12 months to show significant improvement. and i do want to just quickly say that the improvements that the trustees that are elected trustees and the staff made over this last year was huge. (applause) >> and it should be acknowledged because they worked really hard to make sure that they were addressing so many of the recommendations. but they also had 14 recommendations that they needed to address n

this is for all system active and retired members in the county of san francisco, unified school district, city college as well as superior court. a few comments on kaiser. i believe that we can all agree that kaiser has not been as forthcoming in the past with data backing up their rate increases. i do believe that it is important to note that kaiser does remain the lowest cost provider among the three medical plan options. in regards to rate increase, i do think it's worthwhile to note that despite some of the dialogue in the last few weeks that the sfh board recommended in approving these rates. more potentially in not approving the rates today that people's health care and lives are at stake today with this vote. if we don't was this, thousands of people will be forced to move doctors and primary care providers and so forth. as well if we don't pass it out by next week, on second reading we do jeopardize open enrollment and other issues with regards to beginning this system. i do want to recognize my colleagues supervisor mar and avalos for discussion over the last few weeks. a number

i am betty tillman, retired unified school district. my older son is a firefighter. my youngest son who is 37 years old was born in kaiser. we invest a talk at wallenberg high school. i'm 60 years old. i moved into 701 golden gate near don rogers senior community. as district 6 where supervisor came i must say he has done a marvelous job in that district. however, i do stand here and have to bring some negativity to the job which he has done, but i have to talk about the experience because my experience that only may include me but may include many other women, who are being abused. so i have been sodomized. i have had i have been raped. i had been vandalized. i've just been abused with my civil and human rights. something has to be done about this. i have gone to the active adult protective services. to no avail. nothing happened. i went to san francisco women against rape. to no avail. nothing has happened. i've got to legal help for the elder and they said they don't take cat cases like mine. there am i to go to stop the harassment, to stop the abuse, to stop bein
