minneapolis has provided substantial assistance to tribes across the country that choose to adopt the uniform law commission's model tribal secure transactions act, a comprehensive template law substantially similar to state law but specifically tailored for tribal environments. we have also helped facilitate several state tribal compacts that enable tribes that have adopted the model act to utilize these states' ucc filing systems for the filing of liens under tribal law. these arrangements complete the tribe's secured transaction systems in a manner that offers certainty and reliability for lenders and for borrowers while at the same time preserving tribal sovereignty and tribal jurisdiction. we are also involved in working with the uniform law commission to launch an initiative to draft a model tribal probate code to help ameliorate the significant problem of fractionated interest in indian-owned lands. this has the potential to free up untold lands for collateral or develop while, again, maintaining tribal sovereignty and jurisdiction. to move forward, however, this initiative needs funding t

statistics show a correlation between right to carry laws and a decrease in violent crime rights. according to the f.b.i. uniformed crime report, states that have rite-to-carry laws have 22% lower violent crime rates, 30% lower murder rates, 46% lower robbery rates and 12% lower aggravated assault rates compared to the rest of the country. law-abiding citizens have the right to protect themselves from criminals and defend themselves with firearms. throughout my career in elected office i have worked with my colleagues to ensure that american citizens maintain their second amendment rights. each state has different eligibility requirements, and h.r. 822 maintains the states' ability to set its own eligibility. however, the bill will end uncertain and confusion for conceal permit holders to travel. the bill before us would allow individuals who hold a conceal-carry permit in their state of residence to carry that weapon in other states that allow conceal carry. this bill should be passed unanimously as should the underlying bill and i yield back the balance of my time. the speaker pro tempore: the gentlewoman yields

laws. last year 3,000 cases of employers who violated the uniformed service employment and re-employment rights act, the main law that protects veterans. my amendment provides the means of congress by removing the ability for violators to prevent unnecessary barriers to a free and expeed yuss union election process. keep in mind these are the very people who fought to protect the basic american right to organize collectively for a safe workplace. but yet when they come home we're going to throw barriers in the way even by companies that have already violated veterans' employment rights at a time when we have high unemployment amongst veterans. this is one we can come together. by the way, two million veterans are in labor unions of their choice now. so this isn't a small number. this is a large number. why would congress hinder the ability for a veteran to choose whether or not they want representation? it's what they fought for. while my colleagues and i can debate the role of government and collective bargaining, i don't believe there is a difference in where we believe this should not apply
