the morning when a man walked in with an assault-style rifle and a handgun and was engaged by uniformed orlando police department officer working security at the time. that instance, exchange of gunfire, turned into a three-hour hostage situation. at 5:00 local time, orlando police said the decision was made to send team and engage the shooter, at which time he was shot and killed. let's go to jim cavanaugh, an nbc news law enforcement expert. jim, good morning. we heard in this press conference the sheriff saying this is being treated as an act of domestic terror but then you have the fbi saying we always look into these things as potentially terror and obviously this is terrorism in some form but they're not willing to go that far yet. as you listen to them speak about this crime, what did you hear? >> i heard them, it looks like the motive might be domestic terrorist related. in other words, hate and targeting a minority community, the lgbt community. maybe this was latin night, latin community. this is an unusual target for an internationally inspired actor late at night at a club like this

again, a hostage situation that developed when a uniformed orlando police officer engaged the shootermed and well prepared according to police. he had an assault-style rifle and a handgun but the hostage situation lasted three hours. as you've dealt with these situations before, clint, talk with me about the decision to send in s.w.a.t. >> as you know, willie, part of my background is as an fbi hostage negotiator and i've been involved in these decisions before, whether to go tactical, send in s.w.a.t. obviously the first thing that law enforcement would rather do would be to get a hostage negotiator and talk the shooter out, get him or whatever we have to lay down their weapons and surrender. if at the same time you're doing or attempting to do negotiations and yet you're getting information from inside that there are shots still being fired, people still being injured, then law enforcement is moving toward that tactical resolution. but we don't have s.w.a.t. teams on the scene all the time, even though i'm sure there were a number of patrol officers ready to go in. s.w.a.t., that's

he was encountered by a uniformed orlando police officer who was work as security. he engaged mateen in a firefight. it didn't end there, though. mateen continued and there was a three-hour hostage standoff. at 5:00 in the morning eastern time there in orlando, the decision was made to send in the s.w.a.t. team, at which point mateen was killed, but not before taking 50 lives of people out at a nightclub on saturday night. mateen was born in 1986, 29 years old. lived in port st. lucie, florida, a united states citizen born in new york. authorities are looking into whether or not he had radical influences. officials say it is being investigated as a domestic act of terror. over the last hour or so, we've been talking to some eyewitnesses, people who were inside the club as this act of terror, as this horror swept through the club. i spoke with joshua mcgill, a witness to the shooting, and helped rescue people last night. i began by asking him where he was when the shooting started. >> my two roommates and i were in the very corner of the main bar near the patio exit.

but there he was, uniformed orlando cops converging on the area. they surround the pulse orlando. mateen is inside. he shoots. he reloads. he shoots. he reloads. he shoots. he reloads. this many casualties, he had to have reloaded many, many times. and in his 911 call, claiming isis inspired him in his 911 call, taunting the authorities, taunting the united states, taunting our very existence, he wrought that havoc. bodies chopped up by the automatic weapon. it was horrifying and the question as to how this man, 2013 interviewed two times by the fbi, 2014, interviewed again by the fbi, how this guy could be in that place armed as he was is a question that tomorrow night on "the factor" you will try to address. >> we will get into that but i can answer that. the fbi interviews a lot of people. more than 100 people in the united states who have been arrested for associations with isis. this terror attack, very similar to the paris killing, 130 died in paris, as you will remember, november 13th, 2015. very similar. except it was one guy, not a bunch of guys. and it's the same m.o. an

orlando. >> reporter: yeah, that's right, willie. a lot of people are point towards that law enforcement officer, that uniformed officer working security at the club. he engaged the suspect. during that news conference, the authorities there said that he could have potentially saved more lives, despite the high death toll here. so certainly stories of survival, stories of heroism. some of the witnesses that we've spoken to say once they realized that it was gunshots going right -- gunshots were happening at that nightclub, they just dropped to the floor and had to crawl out. some of them had to tend to the injured. we spoke with one man, christopher hansen, who took off his bandana and tried to assist this person who had a gunshot wound. to this point he still doesn't know what became of that person, whether he survived. another mother who was here at the perimeter, she was frantically trying to get ahold of her son who was in that nightclub. she could not get ahold of him. so this is the emotion of the scene. people are still trying to figure out what happens to their loved ones. again, some of them are streaming to a location that's
