it is not covered by the local hiring policy but the union is -- the unions doing the work are carpentersposed basic craft agreement is -- which is the way that we would like to see them sign an commit to those bleachers. it is work that has to be done the right way, the right wages, and a question we do not know but it would be important, as the basic craft agreement been signed? let's move forward. thank you. president chiu: thank you, next speaker. >> good afternoon. having gone through the workforce development plan, the latest generation, it has gone through a lot of improvement. no longer a hearing to the good faith efforts that were part of the draft several months ago and now complies to local hiring ordinance. we commend the authority and -- for taking the right steps in making sure hiring can happen on the permit construction work. there is one small typo in the actual draft that we did notice. that is on page 19 of the workforce development plan. if you go through page 342 of the entire package, it is a lot of pages to go through. there is a section on contractual obligations.

i'm the owner of a contracting business, we're a local union business, local contractor here in san francisco for the last 57 years. of all of the contractors in the land, cpmc and sutter chose us to joint venture six years ago to form a partnership to bring this facility to life. i have never seen an owner so patient with the process in my life. so many of the projects that we start never get to the start line and to the finish line. i know there are many waity issues on your plate here, life safety, seismic, economic, physical, and mental health of the community. these are issues as waity as the ones i deal with every day trying to put people to work. personally, i volunteer to teach a life skill class at the city build academy on evans. i love to do it. provide skill and hope for the faces that i see there, but it also pains me because at the end, they all come up and ask me for jobs that i don't have for them. additionally, for 20 years, i have been a board member of the pacific vision foundation. it pains me to hear the dreamonizing of cpmc when it comes to charity care. we support the l

local hire is no longer read about construction. while we have created the foundation in construction with our brothers and sisters and the labor unions working with us, we're going to take the idea and the philosophy of local hire and meet it with every level of business in san francisco. every level. [applause] so it should not surprise you that we are going to create those employment training programs linked to mission, language -- mission language vocational school right here. as part of the mission, part of san francisco. [applause] so that the most successful technology companies -- you know the names, twitter, zynga, salesforce, that they had a workforce that also looks like all of us to make sure generations -- because guess what? if the work with us, there will be that much more successful. they are successful now, but there will be even more successful when the cultural values and diversity reflected -- reflect it in the products produced. then they will truly become the international companies they want to be. you cannot be international without working right here in the heart of the mission, in the heart of our city. with

where should customers go is an easy one and so there's a lot of local credit unions small credit unions that are answerable to local communities if the community doesn't like what the credit union is doing they can actually stop them from doing that if the credit union wants them to do something else they can make them do that there are lots of credit unions all over the country that are very responsive to their local communities and they're doing this despite laws that are not super favorable to credit unions. one of the things that there are current unions that actually will buy mortgages off of large banks like bank of america and resell them to people who are being evicted and thus save people from being evicted from their homes due to predatory lending practices and that probably the best thing that could happen to a big bank like bank of america would be that it would be split into smaller credit unions. failing it could also just start predatory lending it could try to make reparations for the predatory lending disaster that it's created the foreclosure disaster. if you put your

i am the vice president of the international longshoremen's union, and local located next to at&t ballparkwe are very proud of the fact that the new cruise terminal is named after our esteemed past president. his legacy was about protecting and creating jobs along this waterfront for the diverse membership. today, i speak on behalf of the international and for four locals that work is san francisco crews and cargo terminals. we support this agreement because the poor investment at the piers will create jobs for our union. it will create jobs for the races in 2013 in the short time, and in the long term, it will create jobs at the increasing cruise business. the facility can be used for a third cruise is the terminal. we have met with a race official, bob, and we have told him our expectations and to have members work at existing terminals. we are asking that the members work where there will be race boats and spectator boats docked. anything short of this will be a blow to our legacy and a rich history on the waterfront. on a leap of faith, we supported the america's cup altman this proces

the federal grant supports schools, leaders, teachers, unions, and local partners in the community toke this challenging work. we're seeing some very encouraging signs of progress in this first year of data from our s.i.g. schools which few experts anticipated but before i talk about that data, i want to put in context what we're seeing. the starting premise for the s.i.g. program is unfortunately painfully self evident. the united states simply cannot meaningfully boost graduation rates and promise a quality education to every single child without ending the cycle of failure in our chronically low-performing schools. tragically, sometimes not just for a few years but literally decades children have been cheated out of a world class education in these under-performing schools. and for far too long, we, all of us here, adults, educators, leaders have passively observed this educational failure with a complacency that is deeply disturbing. states and district officials have traditionally tinkered in the schools instead of treating them as the educational emergencies they are. from the m
