it used to be a little farther west of here, up h street, near union station. now, they moved it down earlier this morning, about 6:00, and they found some issues with the overhead lines, and they've actually gotten vehicles up there. we want to show you video of some close-ups of this. and this thing is commanding a lot of attention. it was when it was brought in on friday, and it is this morning. it is a harbinger of change on h street, a whole new mode of transportation, new in the sense there hasn't been a streetcar on these streets for at least half a century. so once this thing does start running, it will be quite a fixture here, and planners hope it will bring folks who h street. once again, now, in the testing phase. and we talked to an engineer about what they were doing this morning. >> this morning we are going through and doing final adjustments, final tweaking. we're going to outfit a high-rail truck with a panograph and make sure there aren't any conflicts with the live streetcar tomorrow. >> reporter: we're told another test will be taking place

along "h" street from union station to benning road. adam tuss is there live this morning with the new parking rules. >> reporter: here is the best advice along "h" street in northeast, do not block the street car tracks. get used to that. the white line on the ground is the line that you have to park closest to the curb. right next to the white line are the tracks. the street car needs clearance to get through. it sounds like a simple thing but so many delivery trucks come through here you can't possibly have a street car running through here if a vehicle is blocking the way. we were out here recently, it took us an hour to go five blocks because the tracks were constantly blocked. it's important to note that street cars have not started running here yet. the testing process expected in the coming weeks. remember, the grand plan is to eventually have street cars crisscrossing the entire district. this will be an important testing ground to get people away from the tracks. remember, do not block the street car tracks. adam tuss, news 4.

area to open an independent bookstore from old town alexandria to capitol hill to city center to union station everywhere up here so it's something we have thought very hard about and continue to think about. we felt the first obligation was the independent bookstore and our mission was to make sure it was financially sound and so it would endure for as long as possible. it has taken a couple of years to get all of that on track. you know as and mitchell can talk about this because he runs a bunch of successful stores for books & books but the margin is really bent and the big investment that goes into the community to try to sell books. you have to have other kinds of programming to support it to make it financially viable. we would definitely detain it and i think chris mentioned real estate being an issue. if local communities could come up with low-rent propositions that would help support these institutions in this way that is actually a huge incentive. and then there has to be the community support. one of the reasons that we felt comfortable buying politics and prose was because it had

you might have heard about the big wave of strikes throughout the 1930s that led to union station throughout the auto industry. retail clerks and waitresses and waiters, they were also winning union protection during that period. on february 27th, 1937, 100 female clerks at woolworth's five and dime location at downtown detroit staged a sit-in and were up against tough odds with cheap prices and more than 2,000 stores, woolworth's was the retail empire of its time. you can call it the walmart of the early 20th century. but the sales girls soon won better wages and union representation not only for themselv themselves, but all 40 woolworth stores across the city. by the beginning of the next decade, the labor movement had become so strong that strikes like the one at woolworth's were an every day occurrence. the president at the time knew that work stoppages could threaten the nation's capacity to manufacture all the uniforms and goods and weapons they would need to win the war. so he stepped up labor laws, he limited workers' ability to strike and forced business to settle their labor disput
