city. community standards 146400 is the graffiti standards bylaw. our bylaw is unique to other cities in that we don't focus on the definition of graffiti, we focus on whether or not graffiti is considered a nuisance on a property. so the bylaw is written such that it has to fall within the definition of community standards, the nuisance property and therefore we're not ever restricted by a definition and people arguing whether what's on there fits within a specific definition of graffiti, it all falls within whether what is on the building constitutes a nuisance. it also gives strength to it because we don't run into the possibility if somebody says that, well, i want it there because i gave permission to it, permission is not a factor, it's whether or not it's a nuisance property. in canada some jurisdictions have their bylaws such that they can charge taggers with fines for doing graffiti tagging. we don't have any such ordinance in our city. graffiti is managed on the enforcement side as a crime under the criminal code of canada. so just quickly i won't go through

another unique thing that the city is doing in terms of helping our businesses and dealing with capital needs is as a city, sometimes, we implement regulations, and you would think that might require some substantial capital for small businesses to do an understanding that a lot of our very small businesses may not have the capital means to be able to implement those regulations. a new one that has just been implemented is there is the fats, oils, and greece requirements that restaurants are going to need to have for their restaurants, and many businesses may have to install new equipment -- fats, oils, and grease. we parted with opportunity loan fund to help provide a specific program for this new regulation for businesses, and we have also had many businesses experience some drive-by lawsuits, and understanding some of the financial needs in dealing with the losses, making the 88 improvements. again, we partnered with opportunity loan funds to help businesses comply and to deal with their legal needs and with these losses. also, we held businesses understand, if you want to do busines

so i think most people know that san francisco is unique in the state, but we're a combined city and county and that means that we have all the functions that a normal city would have, things like providing recreation and park services, police and fire. but we also have all of the functions that a normal county would, things like operating a county jail or public health department or a human services agency. for that reason, our budget is larger than most other cities in the state, because we are combined. our budget as barbara mentioned is about $7.4 billion every year. that number will continue to grow as our economy continues to improve. and we spend about half of that money every year on what we call "enterprise functions." and about half on what we call "general fund functions.". the enterprise functions are things like the airport, the public utilities commission, the port, they are essentially parts of city government that operate like little businesses. they bring in their own revenues and they have to spend those revenues on their operations. the other half we spend in the g
