you have the experience for the united health care plan. all that we have been talking about leads up to this and a set of preliminary rates for 2016 so i turn you to page two, and there's not a lot of people in this program. this is the active cohort of individuals covered under the uhc city plan. as you can see we're at 600 and e plus ones at 76 and we're at 33 people in the family. most of these people are in areas where there is a special stipend that allows them to not have to pay the now $400 contribution rate based on the recent contribution formula and if you look at the premium levels those controlled to blue shield and kaiser rates are very big, and so the policy has been to continue carrying this forward and at some point and time i recommend that we consider what we're going to do besides just -- at some point either do we change this? reignite the plan, close the plan? i don't know but we need to address it at this point and it's hard to rate when it's some small so that's the data there we turn over to page three. we look at t

it turns out before i got into the hospital i scheduled an interview with the ceo of united health care at their head quarters in minnesota. so once i could travel i went out there and interviewed him about the lobbying over the bill and how it could affect the industry and his thoughts on hospital consolidation and all of that good stuff. and when i was finished i took the benefits list out of jacket and i said would you mind explaining to this. i have read and read it but i cannot understand it. and he takes it to vice president of the corporate affairs who is sitting there and i can see him figure out what his next job is going to be. he is a very smart and nice guy. and looks at it and looks at it and looks up at me and says i could sit here all day and i could not tell you what that means. i have no idea why they sent it to you. and i said aren't you they? the point of this is that is definitely the most common communication to consumers in the biggest industry in what is thought to be the most vibrant, free marketing economy on the planet. explanations of benefits. we all get them

turn to david louie. >> reporter: this story is a very emotional story playing out in the intensive care unittal. it's been 16 days since this disease was first diagnosed. the mother still doesn't know what's happening. this is an infection so aggressive it sometimes requires amputation to stop it from advancing. 46 year old daisy lee has always been the one in her family who helps others. the. >> she's the glue. she's the one who takes care of everyone. and it's true. >> reporter: now she's facing a sudden illness where she has to depend on others. she's fighting a rare disease commonly called flesh-eating bacteria. the bacteria release toxins that destroy the body's tissues. she has had four surgeries and is under heavy sedation, unaware of the radical steps taken to keep the bacteria from spreading. her right arm has been amputated and more amputations are likely. >> one minute she went in dealing with flu-like symptoms and she will be waking up later perhaps month later, without her arm, probably with her fingers and toes amputated. >> reporter: daisy lee's husband is in shock over this l
