and we are a powerful and united community. we cannot keep on taking money from district 11 because this money is needed to improve lives here in our neighborhood, my neighborhood. cuts to our community cannot be always the answer -- or are not the answer. there is a lot of people in my community talking about the budget. we want people to see it in a different perspective. not just budget cuts. as services for kids and families get cut and more people need jobs and affordable housing and police and firefighters -- they are still getting paid, and now, they are getting a raise, even more this year. rich people in san francisco are still rich, and banks and corporations are not paying what they should to protect our city resources. unit. this was a community-based unit in the east bay, and patients are admitted on a voluntary basis only. if this was available, it would be a perfect place for this patient. soccer is closing the unit in about a year, allegedly because it is not profitable enough. like a tree is not glamorous and true. it is often an -- psychiatry is not a glamorous and true. they have the responsibility to the community to provide mental health care to those who need it most. i urge the commission to consider a mental health needs in our community when considering plans for this nonprofit industry. thank you. [applause] >> good evening, a planning commission. i am representing dr. river. she actually had to leave to help out on copyright good and -- held out. the company does provide charity. it is cutting it is charity do skilled nursing facilities. the resolution was supported by the commission and the board of supervisors for incorporation on the basis of approval. this requires them to provide medical necessities to low- income patients. the city must allow this in order to maximize the bottom line.

united. international community should morally support the democratic movement in the region so democracy on stronger in the middle east and north african region let's talk about the context of the asio and its member countries and its relationship with the u.s. in many ways because yesterday i was hoping that russia and china has opened up avenues for russia and china to get more involved in central asia and the middle east is that at the expense of a friendship with the u.s. it's actually causing friction with the last all the friction in. russia and china are sending powers into the world and that goal unfortunately the united states and the west their allies are extending to economic problems. economic tensions that they have what the u.s. what the china and russia do not. as being the most problem is that china is very much interested in central asia and. in the middle east or in natural resources china is the second. or. second country that he. needs national resources and this might be a. interest problem between the united states china and the shanghai cooperation organization what a

by many of the collaboration's in our district, including the omi community collaborative, communities united for help and justice. a first thought on our tore his desperation. -- stop on our tour is desperation. we know that low income communities are hit first and worse when economic problems it. our families are experiencing troubles from the immigration and customs enforcement, and are having trouble finding jobs. but we are resilient spirit and that leads us to the next up on our tour. the people in our district are doing amazing things every day, working hard, raising families, helping neighbors, a volunteer at school, celebrating culture, and there are doing it and develop, spanish, chinese, and over 70 other languages in the district. we are coming together to organize for solutions. we have a strong tradition for neighborhood-based problem solving and we are building collaborative efforts to do neighborhood-based planning. we have to grit assets not just for those of us who live here today, but for the generation that will come. which leads us to the next up on our tour, which is hop

there are issues that unite us as a jewish community that the club has taken on. most recently, we have been working on the proposal to ban circuses in -- circumcision in san francisco. that has united our club quite seriously. when i became president of the club, we work on other issues as well, going back as far as holding quorums on care not cash. we would meet with anyone supporting any office. our tax process that the club is involved in it really brings people in on issues far beyond religious or fate is used as well. supervisor kim: could you name some other issues in the past that the club has worked on? >> yes, project homeless connect, on homelessness issues. we were very interested in being involved in that. we have done voter registration and education. we have had a forum where recently as well things. we have a broad approach to see what happens in san francisco. supervisor kim: you also advocate on issues. do take positions? or there any major initiatives that were important to the club, besides the besidesban, -- besides the circumcision ban? >> non

unit. this would align the interests of the parking spaces with the community. and the fact there would be one utility bill and one person responsible for the mechanisms for the parking spaces. and if there is only one space allowed per unit, then if somebody chose not to take a space, then that would immediately allow that space to be given over to monthly or hourly parking. so we would like to see them all bundled, all 17 or 19 spaces, to one unit in itself. the last request that we have is that we would like to see a 30 inch setback on russell street. and what this would do is it's only 12 to 18 inches more than it currently is. so again, it's a moderate request. and the fact, what it would do if you're on the sidewalk on russell street, you would not be able to see the top of the building. if you're across the street from the proposed project, you would see it roughly half the building. so it would give a relief from where the current structure is currently. to the russell street neighbors. and some light and air. we understand that the current use of the pro

[applause] an unprecedented number of units going to formerly homeless communities as well. sherri williams and many of the community-based organizations will continue to not only provide affordable housing but actually support the community as well. we are looking at a mixed income neighborhood in treasure island. treasure island will have an impact on the city. i want to think ross mirkarimi and david chiu for introducing some changes to the development agreements, which will help to mitigate some of these impacts. of course, the mayor's office, for being a really good partner on this project, working with our office. thank you. community -- the many events that i have participated in and with this. with regard to how we first come second, third generation are beginning to integrate in california and in the united states, how as our community is a very accomplished community on so many levels, but politics is a new frontier four armenian americans. that is why when i came into office, i said one of the first things i want to do is introduce the said francisco city hall times, and we have done so since then. i notice that it is growing and growing in importance. next week is the death and assassination of dr. martin luther king. the principles that the practice, the compassion, the vision, the perseverance, are all those same kind of values and principles that i know are being practiced within the iranian american community today as well. whether you want to see a green iran or whether you want to help participate in the civic process in california or in your own city, this is what is very heartwarming, by us coming together on a night like this. i very much appreciate all the dedication that has been applied in making these nowruz events as special as they are. i also would like to say that we

community services. i am here to speak to the need of housing. even if we get all 400 units by 2015, that is just a tiny bit of what we need. market street sees 3400 youth a year. we estimate the need to be 5700 or homeless or at risk for it each year with a huge percentage of those coming out of the foster care system. this project needs to go through at full capacity. it is a lot if you are one of the nine who do not get housing because there are not the extra nine units. this is a moral decision. this is about addressing the needs of transitioning youth. it is critical that the project go through. . to washington and youth radio make an excellent team who will provide great services for the young people who have the honor of living in the building. >> next speaker, please. >> good afternoon. i am the chief of programs and a member of the board of directors for booker t. i want to wholeheartedly support the project as it stands. i want to highlight the need for housing for transitional aged youth. we currently have a shelter for them. it has 40 beds and is overflowing ever

community at the lisbon conference in 2009. this remarkable growth has been enabled by the significant investment of the united states and the internationalission. increasing congressional funding to include trainers and advisers and the assignment of talented leaders to the mission has directly and able the expansion of the capacity and of the quality of their force across afghanistan. however, increasing the size of the force does not come without its associated challenges. one such challenge is attrition. the unexpected loss of soldiers and police do to desertion in combat losses. attrition in the army, if left unchecked, could undo much of the progress made to date. for a partnership that the minister a high-level and unit level, attrition rates have declined but are still a matter of concern and attention that we continue to remain focused on. ultimately attrition in the ans at is an afghan problem that requires an acceptable afghan solution. we will not be able to impose of western solution to this afghan problem. but we must help them find an effective solution that works with in an afghan context. another challenge associated with
