i am the executive vice president of the united educators of san francisco. as executive vice president of united educators of san francisco, we represent the teachers and classified staff who work in our early childhood education program and our k-12 program. i have seen the devastation to the schools as the education budgets have been cut. you are all weary of stories of children without teachers, of classrooms without supplies, of schools dropping programs, and paraprofessionals and teachers being laid off. although at this point, 92 teachers and 10 paraprofessionals have been recalled from layoffs just this year. we still have nearly 200 fewer key school personnel with us for next year. that is our great concern. the difficult work done by our assessor and the dedicated men and women who serve in his office have made a dent in the juggernaut that is bearing down on the schools. the $4.5 million that will go to san francisco unified school district banks to the collection of the nearly $50 million surplus, will poke a hole in the juggernaut of the gathering

in san francisco and this hearing, they're pushing their agenda against working people. we need more rental units in san francisco, not less. there are 1500 rent-controlled units that will be destroyed. and maybe we can preserve this in the future. this is giving more money to the lawyers but i did not think that this is working. the corporations to run this. we have the man running for city attorney, presenting us with a document that says that the tenants will be protected.

it will create 24 much-needed units of affordable housing for transitional ag is in san francisco. it has been a bit disheartening today, listening and sitting back and hearing people bahut almost implied -- hearing people imply that the character of our neighborhood is a more important priority than the lives of use. one in five youths who is emancipate from the system experience homelessness within six months of exiting the charge of welfare system. without support in their transition to adulthood, there are tons of other challenges they face -- low rates of educational attainment, hullo rates of employment, higher rates involved with the criminal justice system. the program located across the state -- they have made measurable impact on the lives of former foster youth who reported increase in work and increase in enrolment in community college and, most importantly, an increase in a permanent connection with an adult. these are proven prerequisites to adjust to independent life as an adult. last year, 162 used in emancipated out of the san francisco foster care system. united states. the san francisco zoo is working with -- working to determine scientific data that will help this turtle in the wild places. we're actually had starting turtles that have been taken out of the wild for genetic research and we grow them up and release them into the wild. this is an important project, with the oakland zoo and the san francisco zoo, working to help this turtle. this is a very exciting one, and we're just not getting involved with this. it turns out there is a global collapse of amphibians, they're disappearing globally for a lot of reasons. one of them is a fungus, sweeping through california in the high sierra. it has obliterated population of -- populations of the yellow legged frog. what we are doing is collaborating with the scientists, one of the premier scientists, and we're working with him and his population of frogs that were taken out of a while before this fungus swept through, and these are the only remaining species from this population. we will work on a breeding and release program, and we'll be taking the frogs into the high sierra and releasing them. this i
