i am the executive vice president of the united educators of san francisco. as executive vice president of united educators of san francisco, we represent the teachers and classified staff who work in our early childhood education program and our k-12 program. i have seen the devastation to the schools as the education budgets have been cut. you are all weary of stories of children without teachers, of classrooms without supplies, of schools dropping programs, and paraprofessionals and teachers being laid off. although at this point, 92 teachers and 10 paraprofessionals have been recalled from layoffs just this year. we still have nearly 200 fewer key school personnel with us for next year. that is our great concern. the difficult work done by our assessor and the dedicated men and women who serve in his office have made a dent in the juggernaut that is bearing down on the schools. the $4.5 million that will go to san francisco unified school district banks to the collection of the nearly $50 million surplus, will poke a hole in the juggernaut of the gathering

this is somewhat mitigated in san francisco by some unit misses to our sales tax base and our consumption of goods in the city. in san francisco, the greater percentage of our sales tax is generated by non-residents and businesses. about 30% of sales taxes generated in the city -- about 37% of sales taxes are paid by visitors who are tourists or do not live here. about 14% are a result of business to business sales. so about half of the sales tax is not paid by residents directly. this is further mitigated to a point in california by the fact that california has a state sales tax system that exempts certain types of goods and services from sales tax. food, for example, is largely exempted from sales taxes. that would be one of the more progressive components of a sales tax in states where food is taxed. in terms of the impact on the local economy, there are with the two effect here. they pushed downward on job growth in the private-sector, estimated in our modeling at approximately 150 jobs per year for the duration of the tax. that is offset by more money available for government spendin

united states. the san francisco zoo is working with -- working to determine scientific data that will help this turtle in the wild places. we're actually had starting turtles that have been taken out of the wild for genetic research and we grow them up and release them into the wild. this is an important project, with the oakland zoo and the san francisco zoo, working to help this turtle. this is a very exciting one, and we're just not getting involved with this. it turns out there is a global collapse of amphibians, they're disappearing globally for a lot of reasons. one of them is a fungus, sweeping through california in the high sierra. it has obliterated population of -- populations of the yellow legged frog. what we are doing is collaborating with the scientists, one of the premier scientists, and we're working with him and his population of frogs that were taken out of a while before this fungus swept through, and these are the only remaining species from this population. we will work on a breeding and release program, and we'll be taking the frogs into the high sierra and releasing them. this i
