air force has a long history of working closely with our allies around the world. the u.s. air force trains pilots and air crews from allies all of the world. the united states hosts the pilot training center at sheppard air force base in texas. american pilots, it is the premier school they really want to get into, because it is the best undergraduate pilot training that we have in the united states. air forceain at moody base in georgia. the singapore air force flies their own f-15s out of mountain home air force base in i doubt. so it is common for the air force to be working closely with allies and partners. but i want to highlight three initiatives i think are making the united states and our allies and are- allies safer, to the our response national defense strategy. the first is what we're doing with lighter track aircraft and later attract aircraft is an experiment. it is going into its second round of experiments this summer appleman air force base in new mexico. it will allow us to work more closely with our allies to fight against extremism at a lower cost. in 27e been involved years of continuous combat operations that has strained the u.s. air f

he served as a pilot in the army air corps and united states air force for 28 years. during that time, buzz piloted scores of military aircraft, including the honor of taking delivery from lockheed one of the first c-5-a galaxy cargo aircraft, which was the largest cargo aircraft in the world. he flew 70 missions to vietnam in support of our troops engaged in the war. while stationed in germany he became a member of the caterpillar club whose membership is restricted to those who had to bail out of a disabled aircraft. during his military career, colonel stabbins was a professor of physics at both west point and united states air force academy. retiring in 1973, colonel chose reside in the great city of tea case, south carolina, which is in my district. he was instrumental in being incorporated as a city in 1982. he's been honored by a number of organizations in the community, including citizen of the year, grand marshal of the independent state parade and many more. colonel stabbins exemplifies the motto of the military school, the great school of west point, duty, h

he also previously served in the united states air force. tragically, this year we have lost two hoosier police officers in the line of duty. boone county deputy sheriff jacob picket was shot and killed in march during a vehicle pursuit in lebanon, indiana. as the suspect fled on foot, deputy pickett and brick, his k-9 partner, followed in pursuit. deputy pickett was shot as he rounded the corner of a building. he served with the boone county sheriff's office for three years and previously with the tipton county sheriff's office and the marion county sheriff's office. earlier this month, just a few weeks ago, terre haute police department officer rob pitts was shot and killed while investigating a homicide. as officer pit pitts approachede apartment the suspect opened fire fatally injuring him. officer pitts served with the department for 16 years and with the sullivan police department for six years prior to that. these nine brave officers embody values that should make their loved ones, fellow officers, and every hoosier incredibly proud.

if you look at title x of the united states code, it begins with this -- and i love this part because my brother is an air force officer. it says "the united states army of the constitution less the united states air force was crated by law in 1947." it goes on to say " shall exist to prop and sustain land combat." that is what we do. we break things that kill people on behalf of of the united states. if you don't like that, you need to consider who you vote for. because strategic choices, including voting, have consequences. we will talk about three things that happened during this period from 1970 to 1991. the first is institutional change in the u.s. army. what you need to under stand about armies of any kind or institutions of any kind may have traditions and legacies but they are ephemeral because it depends on young people coming and going. everybody doesn't join the army and stay for 30 years, most people stay for three years or four years and relatively few , stay for 30 years. the army changes continuously. of 1970 and 1971, it was a drafty army, an army that no longer exists. it was a citizen's army.

few years ago under the general now at strategic command, formerly at space command in the united states air force, we started an initiative to establish a more effective command and control. a key piece of that command and control in our joint space operations center is the ability to characterize debris in space and be able to make adjustments in operating concepts to accommodate that debris in space. so, this is absolutely an area of focus in the department. i think the budget this year reflects that in '19, it reflects it in '18, and for me, from a war fighting perspective, we have to the go solve this problem. we have built a force dependent on space. now, on the other side in our exercises, we're also now increasingly making sure that we're able to operate in a space denied or degraded environment and make sure we can accommodate degradation to the capabilities that we have today to leverage space. all those things are very much on our mind, senator. i appreciate you raising it, because in the areas we're concerned about, we say there's not a war in space. there's a war that involves the cap

you should be disgusted by the fact that the president of the united states stood on air force one on video and audio and stated lies to you relating to this $130,000 payment. and there's no way to dress this up. you can try to put lipstick on the pig morning, noon and night and it's still going to be a pig, don. this is disgusting what we're hearing. and i want to make a couple of points. you put the statement up on the screen. weeks ago, months ago when we first started talking about this statement, when we filed our case and i honed in on the word facilitate, and i used to talk about what an interesting word that was as opposed to just having him state that he repaid it, i found that to be a very suspicious word. i also found it suspicious that the statement did not state that mr. trump individually had not reimbursed the $130,000. now we find out that in fact my suspicions about that statement were spot on because they wordsmithed the statement in order to deceive the american people. so that's number one. number two, rudy giuliani from what i've just seen stated there were bogus
