[ applause ] >> well, thank you so much. since this is the press club, i'm going to start out by correcting the record on at least one thing, and that is that i was actually not, obviously not the first veteran in the congress, but i also was not the first woman veteran to serve. there was from i think the state of maryland a woman who succeeded her husband,-elected term. she was a nurse in world war ii. and since then, of course, we've had other women veterans who are serving and it's really nice to get to appoint an american history where that's really not a notable thing, where women veterans are not only in the congress, but they're in the boardroom as well as on the flight line. so, so it's a pleasure to spend a little bit of time -- little l b bit of time with you this afternoon. of cou

at that time in 1991 the united states air force had 134 fighter squadrons, 134. today we have 55. the pace of operations is one of the things driving difficulty and retention in the air force because we are burning out our people. we took the first piece of this study. there was a lot more we will go through over the next 5 to 6 months to get the final study but the interim report to congress we promise them in the august september timeframe and that study looks at the national defense strategy, how would we best do it? a lot of wargaming and simulation looking at the current operating plans and what would the general mix of forces be? that was the first piece of it. we decided to share that not only with the congress but more publicly last week. it is not intended to influence the fiscal year 20 budget, this is a long-term view looking at the threat and how the threat is changing so the air force can provide a sense of where we think we need to go in the 2025-30 time frame to keep pace with the threat. >> how much lacking operational capacity could be filled by fully funding the r

at the time a combined 11 months in the united states air force. it's not just the fact it was a short duration. it was actually how they codified and articulated what they did and the responsibilities they had in the missile alert facility. what they did, they showed the boss a powerpoint and said this is why we're here, sir. we're here to ensure the quality of life of our folks supporting this mission. we're here to boost the morale of these individuals, these war fighters defending our nation. two e3s with a grand total of 11 months in the united states air force as a member of the armed forces. that is the kind of talents we have across our services. you know, it was interesting, madam secretary was here yesterday and she talked about recruiting. and the path going forward and what we had to do. i would offer up this, if i can pull it off, i would go talk to the chief and go, sir, would you mind calling general miller and see if she can get a fleet of c-17s parked on andrews? every one of us in this auditorium could jump on it in time to run wi

european continent we can improve readiness on each and every one of those mission sets that the united states air force represents as do the air forces that we serve with in nato. i will close by reiterating to this group what success is for those of us who serve in the area. it truly is this, 24 additional hours of peace, and an ever-improving posture of readiness to where we are more lethal, we are more responsive, and we are more resilient tomorrow than we were today. thank you. i asked the afrsz i said how many data scientists do we have in the united states air force? the answer is a small number. it took a long time to get that number. what are those areas we need to invest in? are we investing in those things we think will be relevant. do we have the right skill sets and how do we find and recruit and retain and assist that talent through the continuum. we're looking at how do we do it differently. the united states air force is the place of choice that people with come in with their talents and be served for four years or 40 years. those things we're looking at as we focus on our people. >> thank you. >> maybe something to add on that. this is a very, you know, we look at at&t and the evolution of what we need to do in terms of the skills we're going to need and the next five years are quite different than the skills we have today. and the only thing i would add, we're doing a lot of same things. we're going to be kpeefting -- competing for are the same talent. a big part of our effort is on skills development. now taking the talent that we have

for wide band military satellite communications and it allowed the united states department of defense and the united states air forceto buy additional satellites because there was additional sort of investors, country investors. that's a way to do it. that's sort of an easy way. i would also say that there's par of it is a political aspect. the need for deterrent is not just a practical resilience, it's a political resilience. and so thinking about norms of behavior and how, again, like-minded nations want to think about what are appropriate norms of behavior in space, is part of what we can do to collaborate that doesn't cost a dime other than you have to maybe travel a little bit to go to the right forums. >> i would say any avenue that's open to you. i know in our context if the combined space ops makes sense that's what we're going to try to exploit. a bilateral exchange and that's quicker or more advantageous we'll look at that. if it's exploiting the innovation that industry is providing then we'll try to exploit that. the briefings i get from industry with their innovative ideas, you know, definitely informs

with our allies including of course the united states to ensure a coordinated approach to access our space capabilities. there are over 30 royal canadian air force members posted in u.s. units conducting space missions. missile defense, spaceons center, norad, app space, or other arrangements including for the first time ever -- by the joint space operation center transitioned to a combined space operations center. i was there for the transition. for the first time a non-u.s. officer, one of our lieutenant colonels is the deputy commander of that organization. we will rotate that role now with likely at least the united kingdom and australia, working in that combined operations center. and then currently i will talk about some of our current plan, sat com, isr and other capabilities that we either provide or collaborate on for our capabilities. that's just a highlight. i could go on for a long time. but that gives hopefully an indication of the level of collaboration that we have on the defense side in space. you have already heard about how far back this goes. certainly i can add the norad voice to this. what i want to use with this slide is ju

of service and quality of life so that no one in their right mind would want to leave the united states air forcee are increasing the number of pilots we are training. >> the president has said he wants space force. what is space force question mark >> i am aligned with the president. he has laid out a bold vision for space recognizing space is a contested domain in a way it was not in the past. united states is the best at space. the chinese have been demonstrating capability to deny us the use of space in crisis or war and we are not going to let that happen. a real problem we're trying to address. the problem the president has asked us to focus on, how do we dominate in space because every mission is dependent on it and so is the timing signal for the new york stock exchange. it enables the american economy and we must remain dominant. >> one of the things we hear about is procurement. why is it so long? why is it so cumbersome? , everyrnment accusation time something went wrong they put in another check. it takes to buy things has become very long. that is fine as long as you are the dominant

we have a national shortage of aircrew, and it affects the united states air force because we are so good at training people how to fly and the airlines know it. we are focused on retention and improving the quality of service and quality of life, but we are also focused on increasing pilot production. in 2016, the air force trained 1,160 pilots. in fy-19, we will train a little over 1,300, moving by fy-22 to about 1,500 pilots and we will stay at steady state at 1,500 thereafter. if we're able to do that and achieve our objectives on retention, we will recover the pilot shortage by 2023, where we will be 95% manned. we are also trying to scrub all of our requirements for aircrew so we are not overproducing aircrew and we have what we really think we need. third is training. if we're preparing for the high end fight, we need to be able to provide time and places for our airmen to train in realistic situations. that means ranges, but it also means what we call virtual and constructive training. sometimes now you can do more in simulation than you can do actually up in the air. that tr
