this is a recreation area for members of the united states coast guard. this is their station in mississippi. normally this is a parking lot. across the river we arrive this morning to find a red hot mayor. he just reached the barriers around his town's river front convention center. the coast guard refused to stop the barge traffic that kicks up big waves and brings up more water. the coast guard put a 24-hour freeze on traffic. and the mayor said he's now confident a $100 million waterfront development should suffer only minimal damage. >> $100 million worth of investment we have on the river front. very vital to the economy. it's 300 jobs. it's, of course, the economic impact would be astronomical. >> more of our day in a few moments. let's touch base with correspondents tracking the impact of this record flooding. martin savage is in mississippi. first to david mattingly in louisiana. the community is a virtual ghost town, and a place with a new challenge tonight, looting. david? >> reporter: that's right, john. looting is a component of just about any

the coast guard gentlemen i served with, is extremely busy in missions along the southern part of our state but all over the united states. the southern part of our country. and all over our country. however the coast guard's ability to fulfill its mission requirements has reached a critical juncture cure to the aging infrastructure and work force gaps. the former commandant, who had a tremendous amount of respect for, said with every passing year our operating capability erodes putting our people at risk and endangering our ability to execute our statutory responsibility. he has been equally candid about the state of the coast guard and recently said we may need to reduce the number an range of our capabilities since 9/11 until properly resourced. frankly the coast guard has not been properly resourced in its budget request to congress. this has been a failure of both the current and previous administrations. over the past five years this subcommittee with my support has increased the coast guard budget by $160 million annually above the white house request levels to fill operation recapitalization shortfalls. ho

most of the first sewer systems were on the east coast of the united states, often in places that already had developed a citywide water supply system. sullivan: in 1630, boston was basically three mountains, there were very steep hills. waste would run down quickly and dump into the harbor. and the tide would carry most of it away. well, this worked well for a while. the problem was, as boston wanted to expand, it started filling in the mudflats. the water could come rushing down the hill, it would hit the flat area and slow down. at high tide, it couldn't get out at all. it got so bad that the city took over, 'cause the city has a responsibility to protect its citizens. boston built the first modern sewer system in the united states. ours was completed between 1877 and 1884. with this wonderful new sewer system, we were taking our filth and moving it out to the ocean. of course, all of this was untreated. in the 1960s, we were still pumping all of our sewage out to moon island, untreated. we would get swimmers here, never knowing, in the middle of summer, why you would have a cold. well
