navy concluded that climate change will pose an emergency challenge for the united states navy and the emerging frontier. one of the most serious threat analysis was done by a dozen of the country's most respected retired generals and admirals. in the 2007 cnn report, the national security and threat of climate change report. in this study, madam speaker, these retired generals and admirals concluded that climate change poses a serious threat to america's national security and that the national security consequences of climate change should be fully integrated into national security and national defense strategies. the report goes on to say that climate change, national security and energy dependence is also related -- affects our military and these threats should not be ignored or pushed down the road for future accidents. unfortunately, this bill does exactly that, it pushes the challenges of regulating greenhouse gases which contributes to climate change firmly down the road for action at some later day far into the future. i do not mean it is in america's best interest to delay act

people in the southern united states and we have a report on the bombing of a tourist cafe in which at least 15 have died. the cost of two aircraft carriers built for the british royal navy have gone up dramatically. the u.k. ministry of defense insists the final cost won't be agreed upon until the beginning of next year. not a computer war game but a vision of what will be defending the shores. two giant aircraft carriers the size of three futball pitches. less than three years ago when the contract was signed in july 2008 the budget was 3.9 billion pounds. less than a year later i disclosed the cost shot up to 5 billion because they ordered a costly project delay. that became 5.2 billion pounds last october and today i learned the final bill will reach 7 billion pounds. each taxpayer would be shelling out 233 pounds. are they worth the money? >> events in libya are a stark example of where the new type of aircraft carrier would have made a huge difference to what we could have done off of libya. >> officials tell me it is possible they will modify only one ship limiting the overall increase to 1 billion pounds and turning the other ship into a vast white elephant. >> t

the 104 reactions we have in the united states have never produced a fatality. the navy ships that are -- that have reactors being in operation since the 50s have never resulted in a fatality from a reactor accident. while we've heard about three mile island, the worst nuclear accident we've had in our country i suppose in the last 30 years anyway, no one was hurt at three mile island which many people don't believe when i say, but i want to confirm that with our witnesses as well. no one was hurt at three mile island so that nuclear industry, nuclear plants has a safety record in the united states that's not surpassed by any other form of energy production. we unfortunately have coal mines that blow up, gas plants that blow up, oil rigs that spill. all of that is a tragedy, and we hope we continue a good safety record in our nuclear plants. one or two other things -- i think it's important to keep in perspective what our alternatives are. every form of energy we have carries with it some risk. again, in listening to those talk in great britain with madam chairman this p
