i rise today to speak in support of h.r. 651, to designate the facility of the united states post office located at 820 elmwood avenue in providence, rhode island, as the sister ann keefe post office. . sister ann was a dedicated activist for the poor and disenfranchised an advocate for equal opportunity and a beloved member of the rhode island community. st. anne was born in warren massachusetts, in 19 -- st.ian was born in warren, massachusetts, in 1952. she was part of the st. arc michael catholic church. she spent over 33 years at st. michaels and left an indelible mark on rhode island that will not be forgotten. st. ann was in the founding or development of over 22 organizations that aimed to improve the lives of the members of the community most in need. these organizations include the institute for the study and practice of nonviolence, providence city arts for the youth, the community boating sister and aids care ocean state. these organizations embody the partial and relentless work that sister ann dedicated her life to and serve as a selfless commitment to others. i offer this

it granted the united states of america power over foreign affairs, war and a post office. that was it. if congress wanted money which it needed it had to recwisition it from the states. so every year congress would adopt a budget and tell each state how much their share would be. often the money never arrived. so congress had no power over commerce, no power of revenue. no taxation and certainly no power to create, as it would later, a 100-square mile federal territory over which the united states congress had exclusive jurisdiction. in 1783 congress consisted of the 13 states each delegation can have as many members up to seven as it could pay for but only one vote. it took seven votes to do anything and nine votes to do anything that cost money. consequently didn't get too much done. so immediately there were attempts to amend it, to strengthen it and give congress the power to have a tariff impost duty. like all revolutions when the articles of confederation were first written everybody's on the same side of things. and so they put in a provision in the articles that in

united states postal service, one of the perhaps oldest along with the united states army organizations in the u.s. government and about which there's been much written and even a movie made or two or three. the post officeat a particular cross roads. i will ask you to just think of the following. when is the last time any of you got a letter with a stamp on it? okay. now, some of you did. i suspect those of you born after about 1980 don't even really own any stamps. just for edification of young people here, stamps are the things you used to stick on envelopes and put in post office box. it would go to your grandmother or someone like that. so, we are at a cross roads here. there are big and very serious issues to be addressed. there's also been a reluctance to confront these issues in the congress. not only do they have a lot to do, but they, as you may have noticed, have a hard time doing anything these days. they disagree about so much. we are here to i say it's time to stop kicking the can down the road and to start having an intelligent conversation about some of these big issues. so to start us off today, i'm going to call on four people who know a great deal about this. i'm going to introduce all
