over time, just over a century ago, the united states senate decided to clamp down on this ended up somethingnown as the cloture rule, a rule that would allow for a certain super majority of senators to shut down debate, to bring debate to a close. as it was initially introduced and took hold, it was a two thirds supermajority. over time, it was reduced down to its current status of3/5 or 60 votes. what we refer to with the nuking of the filibuster is that while the rules of the senate allow for a filibuster and allow for cloture in the event of 60 votes, 60 senators willing to bring debate to a close and shut off additional debate, it would take eight two thirds supermajority vote to change that rule so that's very difficult. the process of nuking it involves using a simple majority to either say there is no filibuster were the rules have been satisfied here and we are bringing debate to a close. it's a shortcut around it that the rules don't currently allow for an that would be considered nuking the filibuster. there are exceptions to the closure requirement. i mentioned the 60 vote cloture
