[ applause ] that's what i'd like to see. but as all of you know, we may not get there immediately because first we've got to take back the white house and we've got to take back the senate and we've got to take back the -- >> if i were designing a system from scratch, then i'd probably set up a single-payer system. >> there are some people who proposed in the past medicare for all. that essentially is what's called a single-payer plan. and a lot of countries have single-payer plans. i have to tell you that politically it would have been difficult and it would have been very disruptive. >> whatever the politics that ultimately made it too difficult and disruptive at the national level in the president's estimation, vermont thinks that at the state level they are perfectly happy to do it. it's essentially medicare for all. one of the architects of the modern medicare program designed a plan for vermont that he says will save the state at least $580 million a year. in a state
