i mean didn't have to be catastrophic unregulating but a simple thing like letting us use the same exemptions as muni and look at it us as a transportation system and an extension of muni so for instance wherever muni buses make a left-hand turn it would be helpful to make us more efficient and more competitive if because if we can do that and the tmcs can't it will give you an advantage and one section in particular that drives me crazy is howard and sutter we cannot make a left-hand turn we have to go up to bush street and stockton to all those angles that makes it hard for us to get around the city especially on market street if we have left-hand turn on second and 11th that will let us assess south of market that is growing like crazy and has access to the freeways and other events that happen south of market so if you can look at us liquor an extension of muni and treat us as a transportation system i think that will help our cause and you'll be able to collect our medallion fees like in the past up to $2,000 so thank you for your time thank you (calling names.) unregulated market of nicotine liquids threatens public health immediately. since 2011, poison calls related to e-cigarettes has skyrocketed. 271 in 2011 to 3,808 poison calls in 2014. again, showing the exploding useof this product. and you know, this industry doesn't even put this liquid nicotine into child-proof containers. one grand called j-juice looks like little bottles of juice. it says juice on it and yet it's deadly if a child takes off that cap and drinks it. 14 times more poisonings in 2014 than in 2011. and, yes people die. a toddler died from nicotine poisoning just last december. and lots of close calls. but tobacco companies see opportunities in these unregulated markets. they see opportunities to appeal to kids directly, to market to kids more easily and to sell to kids with fewer bar yirs. there is no federal law in place about the age at which children can buy e-cigarettes or the liquids that go into them, and so it's been up to local communities to try to fill in those gaps. and they have been trying to do so trying to catch up with the problem. the industry of e-cigarettes has exploited these opportunities. so here is where we are. time is ticking. e-cigarette use is rising. an

it indicates that use among the regulated products has diminish diminished while use of the unregulated products has increased. so laws work. rules have an effect. people can be saved from addiction and disease. and these products -- cigars, pipes, hookahs e-cigarettes -- lead to tobacco use in cigarettes. they addict to nicotine. they create the same kinds of public health menace that tobacco products do. we know that nicotine addiction is surging through e-cigarette use, which is a disastrous tribute to the ingenuity of big tobacco. in fact, many of the big tobacco companies have bought the e-cigarette companies because they know they can use the e-cigarettes as a gateway nicotine delivery device, addicting children so that they will then shift to cigarette tobacco. so i am joining my colleagues in urging that the f.d.a. act as quickly as possible to implement these rules to finalize the regulations, to get them out of the regulatory apparatus the morass where they are now trapped, and make sure that our children and our citizens are protected against the marketing and the other abuse
