have 58% of the population living on the streets, so it's one of the highest percentages of unsheltered homeless in the united states. and often times, we'll hear people don't want to come into shelter and i would say that is untrue. our shelters are generally full on any given night with the vacancy rate of less than 4%, generally caused by people who aren't able to make it for the reservations. we also have a consistently every a thousand people waiting on the list. i want to point out that last year, 198 people experienced homelessness in san francisco passed away. so this is clearly a crisis. impacts thousands of people who are living on the streets as well as impacts our neighborhoods as well. you also notice that there has been a dramatic increase, you'll see on slide 4, of individuals calling with complaints or often time concerns about people living on the streets. we currently are seeing well over 5,000 calls a month between 3-1-1 and 911 and those numbers have been increasing up through 2017, in terms of people had are concerned about what they're seeing on our streets. and while san f

is very visible here. 58% of the homeless population is unshell erred, one of the highest unsheltered homeless in the u.s. 32% of the population who are experiencing homelessness, or over 51. 39 pars report having some sort of psychiatric condition. 31% report chronic health issue and 41% report having drug or alcohol abuse issues, and 18% are transition aged youth from the aims of 18 to 24 years old. this problem has certainly been noticed by the citizens of the city and county of san francisco. will you see it here, we are experiencing nearly 5,000 -- nearly 10,000 calls and the 311, and to 911 with people who have concerned about homelessness or homeless encampments. we can talk just for a moment about what this measure will help to address. that 45% of the revenue, approximately $30 million a year over a 12-year period of time will be spent on addressing homelessness. it will help expand a rapid rehousing program for youth. really focusing on help. ing the transition aged youth population, be able to serve 100 youth a year to help them get off of the streets and into housing. that is 1200

district nine as 271 of the sheltered homeless population and 281 of the unsheltered homeless population. in january 2017 when we did the point and time count. you also will see that relative to the homeless population in the city, district nine has 6.6% of the unsheltered but 17% of the calls. part of this is due to the residential nature and the high population density in the mission district. there's a lot of people there. and a lot of new residences and businesses. but we are receiving a fair number of complaints and concerns from citizens around this issue relative to the size of the homeless population. this next slide will show you the homeless outreach team. that star is the 16th street b.a.r.t. station and you will see that it is in red meaning that it is one of the areas where the hot team has about 6,000 -- serves 6,000 people a year and this is a heat map of where they're reaching out to folks and bringing that down a little bit to just district nine. you'll see based on our work in district nine, the hot team spends not most of it's time, but a significant amount of time at

excited for the opportunity to open at 125 bayshore, 125 bed facility, focusings unsheltered people experiencing homelessness and folks in the immediate area. like other navigation centers, this will have 24-hour staffing and operations. this means there is no line-up outside before curfew time. the 24-hour site activation will improve safety in the neighborhood and every shift will include safety personnel. terms of the facilities, the feature -- features of the facilities certainly include dormitories, bathrooms and showers, laundry, dining and community space, service space and storage. we found these components are essential to a functioning, a well functioning navigation center. the drawing is a little hard to tell, but you can see the layout that public works has proposed for the site. in terms of community engagement, we held a community meeting last week in the neighborhood and had a very positive and warm welcome from the neighborhood. we look forward to continuing the community process and continuing dialogue with the neighbors. and the last bit of my presentation is just on the timeline as we move
