go to the vin goo tech -- virginia tech shooter, cho he was ruled mentally unsound. law granted him to access to weapons because he had never been hospitalized even though he was found to be mentally under sound. we're joined by dr. keith ablow who has written a fantastic piece about the holes in this whole conversation when it comes to mental health. he is a forensic psychiatrist and a member of the fox news medical a-team. dr. keith ablow, good to have you with us this morning. >> thanks, martha. martha: where are the holes here? we talk about background checks, right? >> yes. martha: if you can't connect the dots here there is no stopping these guys. >> exactly right. what all this gun legislation, restricting firearms or increasing background checks fails to address is the real problem which is untreated mental i will el ness and a mental health care system that is completely severed from anything like the ability to deliver outpatient services on an as-needed basis, sometimes involuntary littlely. we have allowed our mental health care system to become decrepit.

, working with a legislature, a legal loophole that allowed cho who had been adjudicated mentally unsoundo close that loophole so that he could no longer, or someone who had been adjudicated that way could no longer purchase firearms. and again, in the aftermath of that tragedy, then-governor kaine appointed a nation -- a nationally respected commission of experts to analyze what happened and to recommend ways we might make all our colleges and universities safer. and that leads me to some of my comments this morning. we're about to take on a debate around how we keep america and americans safer in a way that respects our constitutional amendment to keep and bear arms. an underlying portion of the bill that we're about to debate has at least one part of the legislation that's relatively noncontroversial, a piece of legislation that i've been working on for some time. and i know senator mccain has supported as well, to look at this issue of campus safety. and it has been one of the top priorities of those victims of the virginia tech massacre. those families which have talked with me repea
