i think it was unt fortunate it was sed. what's going on in the senate, and let me take a minute to describe it. what did our founders intend by creating a bicameral legislature? if you go and read the history is they wanted the house of representatives to be very attuned and responsive to the people. they. ed the senate to do two things -- make sure there was never an overwhelming ma majoriy where minority rights were not respected or heard. they didn't have to win, but they had to be heard, and number two, they wanted long enough terms so people were less likely to bend to popular will and more likely to bend to thought and long term thinking and sound reasoning. what happened in the senate since 2006 is that the senate became politicized to a point, and it's a political body, but it's become using the rules of the senate to not have to make the decisions that we should. we had two years of no budgets or appropriation bills. what's that about? about not casting votes. the senate will not be of any value if there's no minor

mental-health treatment and potentially result in significantly more suicides, self-inflicted harm and unted meal illness. second, the privacy rules specifically permit 12 types of health information of importance to the public and therefore the privacy rule does not hinder public safety. among these 12 categories are disclosures for public health activities about victims of abuse and neglect or domestic violence or law enforcement and to avert a serious threat to health or safety. the 12 public exceptions are permissive. the privacy rule does not require any disclosures. the disclosure publications arise from other sources such as state public health reporting laws. the effect of the public exceptions is to permit otherwise required disclosures without violating the privacy rule. third, for the last 10 years, inadequate health professional and patient outreach and education programs have led to a lack of understanding of the privacy rule by many affected individuals and covered entities. a common problem is that some disclosures permitted by the privacy rule are not -- perhaps out of ignora
