live on the upper west side tonight, meteorologist amy freeze, channel 7 eyewitness news. >>> a high school in the bronx is making a comeback after a crippling blast at john f. kennedy high school reopened today. a gas explosion damaged the school on august the blast destroyed parts of three floors. it hurt three workers there as well. they are all still recovering, we are being told. scaffolding surrounds the campus as crews repair the damage and put up walls in parts of the school affected by the explosion so that's a bit of a distraction. some 4000 students use that building. >>> mayor de blasio kicked off the school year by celebrating a milestone for the first time all 4-year-old children in new york city can go pre-k for free. the mayor and schools chancellor carmen farina welcomed students at ps69. he says the city is providing full day pre-k for every child who applied. that is 65,000 children now enrolled. >> for the first time any child anywhere in this city, any 4- year-old can have full day pre- k for free. >> for us it's bittersweet because she is going to be gone five d

dray clark is live on the upper west side where fences are going up. good morning, dray. >> reporter: good morning, ken and lori. crews are busy all night long working as we speak. it's hard to see the fence because it's black and dark outside. you can see it across the street behind me. this is the fencing that you will see along st. patrick's cathedral. law enforcement walked the same route the pope will take when he arrives friday with thousands of onlookers lining the route. more than 1,000 police vehicles are ready to be deployed from the army terminal in brooklyn and an additional 6,000 police officers will be providing security. the nypd started clearing out streets and towing cars on tuesday. concrete barriers will block off streets. roughly 10 miles of new york city roads will be closed for the pope's visit. preparing for the pope has been the most complicated security undertaking they have ever handled and it's not just about protecting the pope but keeping the people safe. >> we are looking in the boston marathon example for where is the pot

we started off by leaving the upper west side where the studio is and then heading through the bronx, nassau county over by j.f.k. and now here in white plains. we have driven about 80 miles so far. it's all been the same situation. the rain came down overnight heavy. as amy mentioned, it's starting to lighten up. there are flood areas. we are on the bronx river parkway. the bronx river which usually is a flood prone area. we did see flooding earlier this morning. so far the water resigned. a good sign. unfortunately when you drive under bridges in areas that are prone to flooding, this is what you get. take a look at the scene from south queens. lots of flooding in that area and unfortunately sometimes cars drive too fast through the area. if you are in a low sedan that could cause your car to stop, you could create other traffic backups, spin out. everyone knows the dangers of when you have floodwaters in the roadway with a lot of other cars trying to get around you. so, that is basically the scene in south queens. it was a similar situation here in the bronx river parkway here in t

right now crews are working to fix power problems on the upper west side caused by manhole explosions that rocked several blocks. tracie strahan is there. >> reporter: they seem to be putting cables underground, but it's right underneath a building that from what we can tell is still in the dark hours after a manhole fire seemed to erupt out of nowhere and knock out power. let's show you some viewer video of what it looked like last night. flames had been doused by firefighters. the fire department says there were reports of two different manhole fires, one on 107th street, the other here on 108. the power was knocked out to hundreds of residents and several businesses as well, startling many who said they heard a jolt. >> the lights had been flickering before that happened, so we knew something was up. we didn't know it was going to be an explosion. just a percussion from the building. so yeah, you felt the reverberation and everybody was like, what the heck was that? >> reporter: as we bring you back live, you can see con edison is working. we've reached out to their media departmen

. >>> the power is back on tonight for hundreds of apartments and businesses on the upper west side. >> manhole explosion knocked off electricity in two buildings and didn't come back until after 1:30 this afternoon. tracy srahan spoke with frustrated workers. >> reporter: sunday man hole fires were pulled above ground in daylight but it took longer to restore than expected. >> i was really freaked out. >> reporter: catherine's car was just inches away from one of the manholes that exploded on 107th street and moving it forced her to drive through even more danger. >> were you coming back around? there was another explosion and then another one as we got closer and there was blue flame coming out of the manhole. >> reporter: the blue in the street shows just some of the flames fire crews had to tackle on both 107th and 108th streets. but even after they were brought under control, residents in this 15-story building were left in the dark. for some, it was just in time for russia for rush shawna. but the wait for restoration is affecting businesses in the area, as well, including a bo

eyewitness news reporter jim dolan with the story and the latest on the upper west side for us. >> this is not a story about an alleged shoplifter. yes, police say tiffany newman walked out of this bar without paying her tab, then they say she walked down the street and stole a couple t-shirts for a store all here. but for all of that she probably wouldn't have spent more than a night in jail. then she slipped out of her handcuffs and escaped. the fourth person to do so this summer. >> reporter: it's a friendly neighborhood spot but they kind of would like you to pay your tab. tiffany newman didn't. so became a 23-year-old 5'5" tall fugitive from justice. police arrested newman but after telling them she was pregnant and not feeling well, they took her to new york presbyterian lower manhattan hospital where doctors said she was not pregnant. handcuffed there, she escaped when a police officer stepped away to use a restroom. >> there's no excuse for it. it's em barrassing. she's not a mastermind criminal. it's clearly due to inattentiveness and carelessness. the police officer was suspen
