new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built up by gravity from the mountains pushes the water upwards toward the surface through vertical shafts. these shafts feed the water mains of each neighborhood, which branch into smaller pipes below the streets... feeding into buildings and houses, into the plumbing, and finally, after its long journey, to our faucets.

update and modernize flood maps from communities across the country, thousands of families across upstate new york are facing a new requirement to purchase flood insurance as they are remapped into new flood zone boundaries. it is imperative that these maps are accurate and protect our communities without unnecessarily burdening them or stifling economic development, especially during these very tough economic times. h.r. 5114 seeks to strike the proper balance by allowing property owners a sufficient grace period to account for the need to buy flood insurance or appeal the determination that their property is within a flood plain and also phases in flood insurance premium rates over a five-year period beginning as soon as the property owner negotiates the flood insurance policy. in recent years, i have assisted communities in my district and successfully appealing updated draft flood maps saving countless home and business owners from unnecessarily having to purchase flood insurance. instances like this illustrate why the grace period in h.r. 5114 is so important. so property owners have a five-y

host: eric from upstate new york, independent caller.caller: hey, this is eric did i want to know what is going on with the cigarette tax. what the hell is going on? guest: they did increase the cigarette tax here. the revenue bill included about $290 million in cigarette tax increases. the price per pack will be about $10 in new york state. new york city has its own taxes on cigarettes which will make them even more expensive down there. it is one of the items that they put on the table. they have been trying to use the cigarette tax to reduce smoking and we have seen smoking be reduced. it is a public health goal that they have compared with our revenue need. host: the legislature in new york was scheduled to vote on revenue for the budget but that ended up getting pushed back. why, and what does that do? guest: there were outstanding issues with some of the larger policy points that the governor had wanted. there it is the proposal to free the state university campuses from the legislature's authority to appropriate funds and that is
