district 6 is already upzoned. we build 60% of the housing in the last ten years.e have to spread that housing growth all over the city. it's a matter of equity. so, please upzone the west side. this is a place where we can build a lot more housing. thank you. i'm a renter in district 11. i would like to speak for people who couldn't make it. my wife is watching my son and our house maids kelsi, june, anton, zella, all at work. between us, we managed to make enough to rent in san francisco. we don't manage to put away any savings. because there isn't enough housing in san francisco and so the market rates just keep going up and up. in particular, we would love to be able to live in places where we could commute to our jobs. my house mate has to drive down to the south, instead of being able to take cal train. the kind of housing that would allow us to do that is not getting built. and we want that to happen. thank you. >> overhead, please. i'm a tenderloin resident and community organizer and volunteer for campaign. everybody knows -- >> madame chair, i'm going to

we should have across california, as commissioner johnson pointed out, the desegregatory value of upzoning in value places that were single-family homes is something that i actually agree with. but where the logic of this falls apart for me is the value recapture mechanism as mr. welch very pointedly put in his comments is really important. that there has to be a direct specific mitigation to pass wrongs, and i just don't see that in this bill. i think that there is a great value that is developed, made for landowners, but there is no specific mitigation for the potential development. and that, i think, doubling down of wrongs, in that we will have a new segregation that creates wealth for some while doing nothing for redistributing that value or the occupancy of that land. and so i think that, you know, half of this is an idea i can support in terms of increasing density which is still, you know, commissioner richards pointed out, it doesn't even quite do that. i support that. but the other half, the redistributory mechanism is not there at all, and i don't think i can support anything li

department to be looking forward and for you to ask the planning department to be making plans, to be upzoning the westside. thank you. >> president hillis: thank you. 95 additional general public comment? seeing none, commissioner richards? >> commissioner richards: a comment on one of the members of the public that surprised me with that d.b.i. issued a demo notice and that the department said no demo was needed. that's backwards from what the narrative has been. i'm surprised it happened twice. it could be happening for a good reason. i don't know. can't wait until we have demolition with strong enforcement, but i would love the department to look in and verify that that was the case. completely agree with the basket of costs, mr. david. i didn't want to misrepresent your position and you stated it very well. one of the things, and i think, too, the building trades council, all this stuff goes into why isn't housing getting built? and part of it is, safe housing. so if the building code needs to be changed or we can find a cheaper way to do it, doesn't meet code, we have to figure that out.
