those were the days of the urban development action grant. is when the government would spend a lot of money. that meant we could get the money as a grant not get it back but loaned the money out. the building could be built but what stopped it was the fact they needed to build a garage. that was built by the money we got from washington that we kept that we loaned to the conglomerate that built the building. interest rates were 15 or 18%. we load it to them zero interest for a couple of years then they eventually paid it back it had to be washed through the economy twice before we could take it. it was loaned out to cooks in america and then when i came back into office. i said they should not have this money. you need to refinance some warehouse. i was going to put it back into the budget but then trinity said we will replenished the endowment with that money. that is how it got the money the building of the building at fleet center. that is how that happened. there are so many other things that happened with the financing. you take all the

there is no exemption for infill development or dense urban areas. this is something that might be considered. automated speed enforcement is a highly effective practice that is free, basically, to enforce the speed. this is a practice that is prohibited under california state law. we have known practices where within state law says we can do right now of. the current san francisco department of health focuses areas in pedestrian safety. i think this is where our strength is, coordinating and improving injury data collection and analysis. we want a full accounting of the injury. we are working on getting the data sources, hospitals, ambulances, police records, and merging them together. we believe environmental factors should be assessed for every injury. we will be working with task force to figure out how to do that. we think the data should target investment, and we will be working with the task force to do that as well. we will the best practices and safety countermeasures' integrated in development plans. if we are tearing up the street or build

i researched a bit and saw hud, the department of housing and you urban development has temporary housingr people who may just need a bit of extra time to get back on their feet. and they also have permanent housing programs to help low-income families or maybe people who just aren't able to work. >> what should people come away with after watching your video? >> i just hope that when people see, hear brad's story or see how the homeless people are in the documentary that they'll have a bit more respect and know that, you know, not all people are homeless because of bad choices. when i was interviewing brad, i was getting a shot of him just standing on the corner of the street with his sign, and as i was doing that, someone drove by, rolled their window down and literally threw a handful of change at brad. and you can see it in the documentary where he bends down to, like, pick up some of the change out of the snow, and, you know, the person was yelling at him to just get a real job. and, you know, it's not that easy, especially if, you know, you're already homeless and you're struggling.

in february the department of federal rapbs aphysical therapist and department f hous of development urban released the first joint report on the homelessness of veterans. that report and its discovery was disturbing to say the least. veterans make up only 10% of the population. i don't think we can say that enough. 10% of the population are veterans. they account for 16% of homeless adults. i commend president obama and the goal he set of eliminating problem of homeless veterans by 2015. it is one we must do. we have an honor to serve those who served our country. we have an ability to make sure no veteran is without adequate shelter. mr. chair, there are more women veterans that are starting to become homeless. we need to reach out to them. i encourage members to go to a stand-down and tack with the homeless veterans population. they are looking for an opportunity to come out of the cold. i encourage my members to support this. >> i yield back the balance of my time. >> who seeks recognition in opposition? >> i do. >> mr. flores is recognized for 7:30. >> i also want to thank mrs. bass f
