let me speak to the general issues and hold my comments on the urban thesis of the next two items. this was a good discussion and maybe needs to be a longer discussion. a couple of things that come to mind on the charter provisions, the puc is somewhat unique in having not just jurisdiction over property and operations but exclusive jurisdiction, and there was a city attorney memo some years ago on what exclusions jurisdiction means -- on what exclusive jurisdiction means, and other city and it is, so they cannot say, "oh, you will do so and so with your property." you really have a lot of control over the property and this land use policy framework is very important. there may be liability issues, and if we cannot build a trail which has ada access, then what are we getting into, so maybe we do not want new parks? but we do want them, so how do you balance that? they have looked at the criteria. another thing that occurs to me is that the puc, both wastewater enterprise and water enterprise has a lot of property -- it is bifurcated, and there are issues with dpw. dpw also has thei

the name of the movie is "urbanized." it is a phenomenal movie about cities worldwide talking about urban issues and how people in 40 cities across the world are attacking the broadest range of issues. they're talking about it every thursday, how the rest of the world addresses these issues is inspiring. i hope the entire planning department and anybody interested in city and suburbanism -- and urbanism. i encourage everybody to see this movie. it's mine glowingly wonderful and i cannot speak more glowingly about the experience of having seen it last night. commissioner antonini: one subject we frequently talk about is transportation, which is where much of what are planning revolves around. i came upon a buck, a pictorial book with a text on the muni and there are very many interesting things in that book. it was one of the nation's first man to play on transportation systems. most of the others were private until 1913. they did some really marvelous things, mostly by building tunnels in places like stockton street, 26,

we're proposing better urban planning. the element of the existing approvals is a driveway that spans the site and going from washington. there is a drop off. we are looking to remove those and replace it. this has been replaced with a building to maintain the urban fabric of the street. that is something that planning suggested and that we embraced. we are proposing a different exterior design. i am trying to print my company possibly on architecture. we put forth a more interesting design. we're trying to outreach to the community. despite our efforts, we have been informed of some misinformation posted about the neighborhood. my team has tried to contact the people responsible. we will have that information available. in regards to the approval we're asking today, in addition to the recommendations of planning, we're asking for more car share spaces. we're asking for four retail spaces. i want to make two quick clarification. i am a mountain bike rider. i live in a condo. i would like to provide every unit with a bicycl

i was on the panel yesterday that talked about how urban gardens can be productive and use less water than other types of landscaping. i would like to say -- you ask a question about curtailment during drought. i think that this project go forward, as you except proposals from folks who might want to start a community garden, it would be great to see puc encouraging as part of the proposal how you will manage water, how much water you think you will need, how you're going to work with the land to keep water on site, make the most out of rainwater. i think that the urban agriculture movement in san francisco is savvy about water issues and is interested in not only teaching about gardening, but as dan was saying, in rainwater attachment, in alternate scenarios. and from a tuolome reported you, any of that is great. they can take pressure off the river, but teach people. these are often public spaces that teach people about how to manage water in their own back yard. i think there is a value there. so, yes, in ways that you can build that into the proposal process, i think that would be
