a way to make that happen. on the part of the board of supervisors, and i can speak to myself, it is important for us as a board, as a legislative body, to make a commitment, to make sure that to the extent additional resources are needed, those are resources that are provided at -- provided. not only in the city government but to the extent their partnerships which can develop without side foundations of people who are interested in making sure we with this issue for a. i want to identify president mazzucco. we would not be having this meeting without the leadership of president mazzucco. thank you, mr. president, for making that happen. tonight is not about adults speaking. it is about mainly hearing from the youth and the young people who came out. i want to knowledge i have seen firsthand all the positive things that so many police officers are doing around the issue of youth and the issue of youth. we have seen it in the eng leside district. it is about improving on the positive things. i will turn it over to my colleague, supervisor avalos, who i know is interested in this issue. thank you for being here.

thank you for everyone for coming out and educating us as a board of supervisors on the important issuesalso wanted to say that the arab-middle eastern-muslim-south asian communities being united like this is something that is very important, so keep building the unity. i heard tremendous solidarity from other communities that have been similarly affected. and also, people that know about the history of targeting political activism historically, not just from the 1960's movements but also to today. i appreciate those connections. i also wanted to say that, not to be too light hearted about the issues, but i am a big fan of "portlandia," the tv show, and i expect san francisco to be ahead on the issues, but i expect -- was going to say that i was shocked by how great the police chief from portland in the memo that came to us yesterday where he states that the portland police bureau is committed to a model of community policing in which a positive connection between the police in a community contributes to the well-being of our city. that is speaking about "portlandia." it goes on to give

as develop controls to regulate this new use throughout the city. supervisor wiener has signed on as a sponsor of this ordinance at the board, and he is considering amendments to the ordinance which are still in progress. this week, he discussed some of the issues around it, and the ordinance was continued to march 26. the issues of concern that he discussed were whether or not the conversion of housing to student housing should be prohibited, as recommended by this commission. or allowed by cu, conditional use authorization. if the recommendation for existing housing to prohibit that conversion is maintained, the question then is, should there be exceptions from the prohibition? such as exemptions for certain institutions and lots that are adjacent to a certain educational institutions. third, another modification would be how should this new use be treated in specific areas of the eastern neighbor plan where regular housing is not prohibited? and lastly, another question he identified was whether student housing should be exempted from f.a.r. accounts in the c3 district. he encouraged interested parties to contact him prior to the next meeting in menius o

the biggest problem has been a huge amount of wealth that all of us have lost as a country. home owners and investors across the boards with this, you he issues around backdating, issues çaroundç parties pretended toe other parties. that would not happen if every party, along the way, would it be asked to record the documents. we're not supposed to record them at the time they are doing it. we have legislation that is working toward that goal and we're sitting down with industry to find a way to do it so that it does not make it more expensive, adding a lot of time to the process. there is also numerous legislation going through sacramento to see if it can help many of the issues we addressed. we are giving a copy of the report to the attorney-general because of the settlement, immunity from many of these issues. they will determine whether or not there were to pursue this. >> [inaudible] >> it was a representative sample. you can look at the foreclosure map. there were areas of concentration where there were greater foreclosures. those are proportionately represented within the sample, but it was across income typ

i think it is important for us as the board of supervisors, to have a discussion about whether or notrovisions, to make sure that all of those individuals and groups in san francisco have a fair opportunity to participate in a elected and governmental processes. to create an incentive in to limit campaigns. the purpose of that was to reduce the pressure placed on candidates to raise large sums of money. i say this as an incumbent myself to reduce the in the vantage that incumbents have the -- to reduce the advantage that incumbents have to increase the probability of elected office competition. we need to go back to look at whether or not those objectives are being met. it is appropriate, given that a number of changes have been introduced by a number of us on the board of supervisors. the third item, the last item that i have today is an item that i have with respect to that hearing request. but i hope that we have a discussion over the next few weeks at the rules committee.

a vacancy that should be appointed from the local homeless board. great. who serves as the chair for the shelter monitoring committee? what sheltered us to work for? >> i am a little confused about someone being on used for my shelter. when someone works at a shelter, they are not allowed to inspect their own shelter. supervisor kim: does the chair work at a shelter? >> she works for compass. she does inspect other shelters but not the shelter she is currently working on. somebody else comes. supervisor kim: i just wanted clarification on that. thank you. thank you for taking care of that for us. i have called for a hearing on shelters as well. we will be hearing that either on march 22 -- i will reserve a lot of my questions or comments for that hearing. regarding the additional work we can do, both around staffing and what additional support we can get to our shelters, given that so many of the problems we talk about are the problems we are ready know exist. you have to come out of the dust -- something has got to come out of the discussion or else the report will come back to us with the same issues over and over again. it is frustrating for all
