how helpful it be to have this ability and will ultimately be cheaper for us as a city, if we're want to talk about what kind of interest that we will pay on a police revenue bonds? >> and can use a little bit more? is there any other factor besides timing about when you go through this revenue route? >> on this slide, we have open public space and in response to your question, we have a debt policy. we itemize the conditions on these issues where we have success, that have been beneficial to us. and conditions from under which we issue -- >> i will talk about this to give you a breakdown, the certificate of participation in the portfolio. this is 26% of the portfolio. this requires we do the analysis that demonstrates that this is beneficial for the city to homebuilding. in this instance, this is the savings of the general fund, with tens of millions of dollars. and we have the other big items. these are in the portfolio, a true general fund. the self supporting office space is revenue neutral, because the department's otherwise would have been renting. this really impact of the gene

a $306 million general fund deficit for the coming year. next slide. the big picture for us -- it has been a tough couple of years for the city, as you all know. it has been a tough couple of years for all of us individually in the city, struggling with the economy. we are starting to see some signs of hope and good news out there in the economy, but we are in the very early stages. the city government is, of course, depended on tax revenues, which are driven by economic activity. when we look out into the economy, we are starting to see things stabilize. we are not seeing the big losses that we have over the past couple of years, but it is the beginning of a slow recovery, so there is some good news out there, but it looks like it is going to be a slow recovery that is going to happen over the next couple of years. also, while our local tax revenues are recovering and while our economy is recovering, we also are taking a loss from the state and federal governments, as the mayor said. they are cutting revenue to local governments as they try to balance their own budget and deal with their issues in washington and sacramento, so that is taking a

it is really important for us as a city to make sure that we work with small businesses in particular, and with certain communities that perhaps might be disconnected from city hall, to make sure they understand what this legislation means. some people may think this legislation impacts them directly when infected may not. so i think education is key. the last piece is that there is a technology divide within our population. there are people who simply do not have access to the internet, who do not have the means to access information the way that others have. i think it is really imperative for government to make sure that we play a role in closing that technological divide. i will be supporting this notwithstanding those reservations. i think that when a group like turn comes out against the legislation, a body like the board of supervisors have to pay close attention to that. the work they do emphasizes the importance of protecting the rights of consumers, especially most disadvantaged consumers. it is with a spirit of hoping that we are going to do something to address those conce

here to say to you that with all the budget cuts and all the constraints that are being placed on us as a city, remember we want to keep public diversity in our communities. we need to be very alert and aware of the fact that most african american, latino, and asia and teachers are the last hired when we have situations like this. they are the first to go out the door. we wanted to come to this meeting to ask you to consider those factors. we try to maintain continuity in terms of the ethnic diversity of our teaching staff. we implore you to really look hard at those issues. we need good african americans. we need good hispanic and asian teachers to stay in our schools. i just want you to be very aware of that when you are sitting down and cutting the budgets, and reconfiguring things. think of that. i think it is horrible that the governor has pitted the poor and the school district against each other with this proposal. i think we should answer by doing the best we can to maintain our ethnic diversity. thank you very much. this is a city that has many thousands of small businesses. as someone who usedo run a small business, the city can do a much better job of nurturing that sector. that is part of the life blood of who we are as san franciscans. >> we could do better. are we on the right track? >> i think we are in a transition right now. we have an interim mayor and a new board of supervisors. i do think we have a new tone at city hall to move things forward. we have a lot of challenges we are facing. i am doing everything i can to put us back on track. >> let's talk about the role of sports in the city's economic future. are you happy with the plans for the america's cup? >> i have been a huge fan of the america's cup. i am proud of this board came together unanimously after a fairly contentious debate to support bringing the america's cup to san francisco in 2013. it is estimated it will not only be an incredible sporting event, not only showcase our city and the natural amphitheater of the bay, but it is estimated to bring in over $1 billion in economic activity with 8000 to 9

city of the united states. all of these industries used water from this system. and it served as a prototype for many american cities, including pittsburgh and new york. man: new york city went to philadelphia and said, "you know, we're thinking of developing a hudson river water supply -- what do you suggest we do?" and they said, "we've had "a lot of problems on the schuylkill. "don't go to the hudson river. go to the upland and work by gravity." and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a ye

we have moved forward with this idea of continuing and using consolidation as a way to save the city money. the progress that we made was finalizing the two sides with a new facility at the airport. they are now partially staff and actively working with the department of human resources to fully fund the staff. all of the departments participating are donating time back to make sure that we stay on schedule. there are a lot of volunteer effort going on to make sure this moves forward. it is a template to show how this type of technology can be beneficial to the city. the service to be directly maintain. we will be virtual lysing 70 of those servers over the next month. we will report back you during the sixth period. we have been going down as fast journey of consolidation. there is the e-mail project we are under way with no. another good example of how we started to bring the other disparate systems in the city. we have talked about enterprising agreement we have done in the last year and how they have saved us money in the city. we are well under way in replacing those city fiber
